Small City Allotment Program

The Small City Allotment (SCA) program is an annual allocation of state funds for local transportation projects. Incorporated cities with populations of 5,000 or less are eligible to apply. SCA funds may only be used upon streets that are "inadequate for the capacity they serve or are in a condition detrimental to safety" (ORS 366.805). Each project will be evaluated and scored on existing conditions and proposed improvements. Projects compete only against other projects within the same region.

2024 Small City Allotment Call for Projects
Applications will be accepted June 1 through August 31, 2024.

Please read the application instructions (provided below) prior to starting your application.

New requirement: If your project will abut a state highway and will be:

  • Adding a new feature such as sidewalk or curb ramps,
  • Remediating an existing feature E.g., reconstructing a non-compliant curb ramp, or,
  • Includes improvements that could potentially alter existing facilities (overlays can adversely affect curb ramps).
You are now required to obtain pre-approval from both the Area and District managers for the project work that meets the criteria above. If approved, you must then negotiate the maintenance terms of stated improvements with the District Manager. Area and District Manager approval does not indicate that your project will be selected for funding. This process is to identify and address any additional responsibilities that may be applied up front, should your project be selected. You will be required to submit documentation of the Area and District Managers approval, as well as the agreed upon terms of maintenance with your Small City Allotment application. The maintenance terms must:

  • Identify the entity that will be responsible for maintenance.
  • Identify the period they will be required to provide maintenance.
  • Identify what will become of the features when the maintenance period ends. 
A form will be created for this purpose and posted on this webpage once available.

Please ask if you are uncertain whether your project proposal will require pre-approval.

NOTE: We have extended the application period 30 days to allow additional time for this process.
