Certified officers and dispatchers are required to meet specific maintenance standards.  Failure to meet these standards will result in suspension of certification. Individuals with suspended certifications cannot work in that discipline.  This page is intended to help agencies understand the processes related to maintenance tracking and compliance.  The process begins after a person has been certified.

OAR 259‐008‐0001 Board and Department Policies for COVID‐19 allowed DPSST to suspend enforcement of maintenance standards due to the COVID‐19 pandemic. In 2020 and 2021, officers and dispatchers were still required to complete the maintenance; however, DPSST did not suspend certification if the requirement(s) were not met. Officers and dispatchers who did not meet a maintenance requirement in 2020 or 2021 have an entry in their training indicating the requirement was not met due to COVID‐19; however, their certifications were not suspended.

In 2022, suspensions due to non‐compliance have resumed. This includes the First Aid and Adult/Child CPR certification (this is an "at all times" requirement), annual maintenance and three year maintenance. Agencies may submit a letter to DPSST (from the agency head) requesting an exception to a 2022 suspension providing an explanation of why the agency was unable to comply with the requirements due to COVID‐19. DPSST will consider these requests on a case by case basis.   

Requests must be​ submitted on agency letterhead and signed by the agency head. They can be emailed to DPSST.F6Roster@dpsst.oregon.gov. The request must include the following information:
  • ​Th​​e maintenance requirement(s) for which they are requesting the exception:
    • First Aid and Adult/Child CPR Certification (telecommunications and/or law enforcement)
    • Annual Maintenance (telecommunications and/or law enforcement)
    • Three year maintenance (law enforcement only)
  • A detailed reason for the request. The explanation must detail why COVID-19 prevents the officer(s) from completing the maintenance training; and, 
  • The officer(s)/dispatcher(s) affected.

  • Annual Training Requirements
    • 8 hours Firearms or Use of Force training
    • ​1 hour Ethics training
  • 3-year Training Requirements
    • ​3 hours Equity training (Equity Resources Guide​) (required​ for Officers completing their 2023 three-year maintenance cycle) 
      • ​Equity training must include at least one of the following concepts:
        • Increasing awareness and understanding of diverse identity, thought, and experiences. 
        • Strategies to mitigate disparate outcomes. ​
        • Improving public trust and confidence. 
        • Diversity, equity, and inclusion in the workplace.
    • ​​​​​2 hours Airway Circulatory Anatomy and Physiology (ACAP) training​
      • ​​​​​​​ACAP training includes the risk of various holds on respiratory compromise, the signs of a person in respiratory compromise, and the law enforcement officer’s responsibility to​ render or obtain aid.
    • 3 hours Mental Health/Crisis Intervention training
    • ​84 hours of total training over the 3-year period
  • First Aid and Adult/Child CPR Certification
    • ​Must hold First ​Aid and Adult/Child CPR Certification at all times

Applies to individuals holding Supervisory, Management, or Executive Certification​​​
  • ​Annual Training Requirements
    • 8 hours Firearms or Use of Force training
    • 1 hour Ethics training
  • 3-year Training Requirements

Officers can track their maintenance through CJ IRIS (Criminal Justice Information Resource Inquiry System). Current requirements are saved in the “Requirements Tracking” tab and confirmation of completed maintenance is saved under the Training Tab on CJ IRIS​​.​

Maintenance Training can be reported to DPSST via an, F6 eRoster or an F15 Individual Training Log.  

First Aid and Adult/Child CPR Certification must be reported to DPSST and be maintained at all times. Current certifications and their expiration dates can be viewed in IRIS under the “Requirements​ ​Tracking” tab​. To report First Aid and Adult/Child CPR, submit an F6 eRoster, indicating the expiration date for the certification. 

In addition, you can also send a copy of your current First Aid and Adult/Child CPR Certification card via email to certification.scheduling@dpsst.oregon.gov.​

Quarterly tracking reports are sent to agency heads and/or designees via email. To subscribe to the maintenance tracking reports, send an email to DPSST.F6Roster@dpsst.oregon.gov​. Please include in the subject line “Maintenance Notification” and in the body of the message: Agency name, recipient(s) name, email address and if they should receive Law Enforcement or Telecommunications/EM​D maintenance (or both). The following is a brief description of the reports you will receive:​

First Aid and Adult/Child CPR Reports:

Current First Aid and Adult/Child CPR certifications are required at all times for all certified officers and dispatchers. The First Aid and Adult/Child CPR report lists all certified officers/dispatchers for your agency and the expiration dates for First Aid and Adult/Child CPR certification(s).  

Officers/dispatchers with no dates or dates expiring within the next 90 days are listed in red and underlined. Agencies may send their officers to a combined First Aid and Adult/Child CPR Class or to two separate First Aid and Adult/Child CPR classes. In order for DPSST to properly track compliance, this report is broken into three columns representing these two options. If an agency sends their officer/dispatcher to separate courses, there must be a date in both the "Adult/Child CPR" and "First Aid" categories. 

Annual Mai​ntenance

This report details the remaining annual training hours needed for officers/dispatchers to meet their annual maintenance requirements. The "Hours Needed" section shows the number of hours an officer/dispatcher must complete in order to meet the maintenance requirement.    

3-Year Maintenance

This report details the remaining annual training hours needed for law enforcement officers to meet their 3-Year maintenance requirements. The "Hours Needed" section shows the number of hours an officer/dispatcher must complete in order to meet the maintenance requirement. 

​Agencies must report, on an F4s Personnel Action Separation form​​​, when an employee separates from their certified position. Equally, agencies must report, on an F4 Personnel Action form, when an employee goes out and returns from any kind of leave of absence (LOA). DPSST calculates the number of days on leave of absence and adjusts maintenance as follows:
  • ​​Leave under 90 days: No impact to maintenance requirements or expiration dates. 
  • Leave over 90 days: ​​Officers must have current First Aid and Adult/Child CPR certification and complete 8 hours Use of Force/Firearms training within 30 days of return from LOA. No adjustments to maintenance expiration dates. 
  • Leave over 180 days: Officers must have current First Aid and Adult/Child CPR certification and complete 8 hours Use of Force/Firearms training within 30 days of return from LOA. Maintenance expiration dates will be automatically adjusted to the next year.​ 
  • Leave over 1 year: D​PSST will determine new expiration dates based on the length of leave.​ ​

A letter will be sent to the certified individual, and their agency head, whose maintenance standards are deficient at the first of the month following the expiration of a maintenance requirement. Individuals will have 30 days to respond to the deficiency notice. If there is no response, DPSST will issue a Contested Case Notice of Intent to Suspend (NOI) the affected certification. Individuals will have another 30 days to respond to the NOI. If there is no response to the NOI, that notice will default to a Final Order and the affected certification(s) will be suspended. Officers/Dispatchers cannot perform the duties of their discipline with a suspended certification(s).

Actions that can be taken during deficiency and NOI period:

  • Submit an Extension Request (detailed in the deficiency notice)
  • Send in training not previously reported
  • Submit an F4 Personnel Action for those on LOA
  • Submit an F4s Personnel Action-Separation ​if the employee is no longer employed with the agency.

​Upon receipt of a deficiency notice, individuals will have an option to request an extension. Extensions will only be granted for training that has not been completed and can be extended up to December 31 of the following year. First Aid and Adult/Child CPR Certification requirements do not qualify for an extension.

Maintenance suspended certifications can only be reactivated once the certified employee completes the deficient requirements that caused the maintenance suspension. Once the deficiency has been resolved, ​the employee must follow the hire/certification process to reactivate.​
