Program Overview
Oregon Department of Emergency Management’s (ODEM) comprehensive training program improves operational readiness, reveals planning gaps and resource limitations, improves coordination, clarifies roles and responsibilities, and improves individual performance and professional development. The ODEM State Training Program coordinates national training programs and provides training services throughout the state. These instructional programs enhance capabilities of the response communities for all hazards, through:

Training services are organized by the ODEM State Training Officer, and supported by program representatives in the following sections: Preparedness, Operations, Recovery, Mitigation, and Regional Coordinators.

Training Course Requests
The OEM Training Program fills training course requests on a needs basis, dependent on available resources. We encourage local Emergency Managers to attend the annual Integrated Preparedness Planning Workshop (IPPW, Formerly TEPW) to coordinate courses requests with neighboring jurisdictions and the State Training Program.

For information on attending or hosting a training courses as an individual activity, please send an email to
oem.training@oem.oregon.gov with the subject line that includes the course you are seeking to attend. An example would be “Requesting to attend G0191”
Independent Study Program
The FEMA Emergency Management Institute (EMI) offers self-paced courses designed for people who have emergency management responsibilities as well as the general public. All are offered free-of-charge to those who qualify for enrollment. See the Independent Study Program (ISP) for more information. To complete the course, you will need to obtain a FEMA Student Identification Number.
Professional Development Series
The Professional Development Series includes seven FEMA Emergency Management Institute independent study courses that provide a well-rounded set of fundamentals for those in the emergency management profession. Many students build on this foundation to develop their careers.
Oregon Basic Applied Practices Series
The Oregon Basic Applied Practices Series (BAPS) consists of several basic knowledge required courses and four (4) elective courses. The intent of the BAPS is to provide training needed by all emergency service providers for successful field operations. Courses in the Professional Development Series (PDS) cannot be used to meet BAPS requirements.
