US census information is used to determine PERS employer eligibility for exemptions to the Chapter 238 Program (Tier One/Tier Two) retiree 1,039-hour/calendar year work limit. Employers should use year 2000 census population information to determine positions exempt from the 1,039-hour limit, not estimated population size.
