Tribal Information
Historical Overview

1859 - Constitution prohibited lotteries but did not prohibit other gambling games.
1971 - Oregon Criminal Code Revision decriminalizes gambling by individual players if they do not profit from promoting gambling.  Happy Canyon Statue enacted.
1976 - Constitutional amendment allowing charitable, religious, and fraternal organizations to
conduct bingo games.
1984 - The Oregon State Lottery is created by Constitutional Amendment.
1987 - Off-track betting legalized.
1988 - The National Indian Gaming Act is enacted and provides the legal authority for tribes to engage in this type of gaming.
1989 - “Sports Action” game introduced by Oregon State Lottery.
1991 - Video lottery games authorized; “gray machines” banned.
Gray Machine: means any electrical or electro-mechanical device that functioning or not, awards credits, contains, or is readily adaptable to contain a circuit, meter or switch capable of removing or recording the removal of credits earned by the player.  See ORS 167.117 for further information.
1992 - Video poker introduced by Oregon State Lottery.
1992 - Cow Creek Band of Umpqua Tribe Indians sign the first Indian Gaming contract.
1993 - Two more Tribal gaming compacts signed (Confederated Tribes of the Grand Ronde Indians and The Confederated Tribes of the Umatilla Indian Reservation).
1994 - Seven Feathers Casino opens for business in Canyonville.
1994 - Umatilla’s temporary gaming center opens.
1994 - Four more Tribal Compacts signed (The Confederated Tribes of Coos Lower Umpqua & Siuslaw Indians, The Confederated Tribes of Siletz, The Coquille Indian Tribe, and The Klamath Tribes.
1994 - Wildhorse Gaming Resort opens at Pendleton.
1995 - Siletz’s temporary gaming facility opens.
1995 - The Mill Casino opens in North Bend.
1995 - Gaming compact signed with the Confederated Tribe of Warm Springs.
1996 - One Tribal gaming compact signed (The Burns-Paiute Tribe)
1996 - Chinook winds casino opens in Lincoln City.
1997 - Kla-Mo-Ya Casino opens in Chiloquin.
2004 - Three Rivers Casino in Florence opens.
