Walking down to the Beach
The SCORP Advisory Committee believes that evidence of sound park and recreation planning should be a critical factor to consider in evaluating requests for Land and Water Conservation Fund grant funding available annually to units of local government for the acquisition of public open space and development of recreational facilities in the state of Oregon.

As a result, the SCORP Advisory Committee requested that the 2003-2007 SCORP plan include a chapter to assist local units of government in Oregon (cities, counties, special districts, ports and regional districts) with a small staff, or no permanent staff at all, in preparing a park and recreation plan for their jurisdiction.

To satisfy this request, OPRD staff developed a document entitled A Guide to Community Park and Recreation Planning for Oregon Communities. The guide is designed to be easily followed by local agency staff and/or a designated group, such as a planning team, given the responsibility for preparing a plan. The guide is a modified version of the original publication, A Guide to Community Park and Recreation Planning for Illinois Communities, developed by the Illinois Department of Natural Resources. The state of Oregon and OPRD gratefully acknowledges the Illinois Department of Natural Resources´ permission to use their publication.
