General Training Information
 
APPLICATION PROCEDURES: Applications are due at least 45 days prior to the course start date. If there are fewer than 20 students, the course may be cancelled.
 
Each student desiring to attend training courses must complete a FEMA Form 75-5 (pdf) or (MS Word), General Admission Application Form. The FEMA Form 75-5 may be obtained from local emergency management offices, Oregon Emergency Management, or downloaded from the link above. Approximately 30 days prior to the course start date applicants will receive an acceptance or denial letter. Acceptance letters will have logistical information regarding the course location, start time and other pertinent information. Applicants denied admission will be put on a waiting list for the requested course.
Acceptance letters are not issued for EMPG Workshops. Every effort is made to send a final agenda to registered participants before the Workshop.
CANCELLATION POLICY: Should a course be canceled, every effort will be made to notify applicants, either in writing or by telephone. 20 students are required to conduct a course. If a course is canceled for unforeseen circumstances we will not reschedule the course.
Should a student need to cancel from a course, they must notify OEM as soon as possible since there is normally a waiting list for all courses. OEM reserves the right to deny future attendance, for up to six (6) months, for course no-shows, or failure to notify OEM of a cancellation.
INSTRUCTORS: Each Oregon Emergency Management sponsored course is conducted by a team of trained and experienced professional instructors. At least one of the team members will have been qualified in the course by the Federal Emergency Management Agency through the Emergency Management Institute (EMI) in Emmitsburg, Maryland. 
TUITION and EXPENSES: For courses sponsored by Oregon Emergency Management (OEM) there are no tuition charges for students. Generally the applicant or his/her agency must cover their own expenses.
OEM no longer provides lodging assistance for course participants.
ATTENDANCE POLICY: Students must attend at least 90% of the course in order to pass and to receive a Certificate of Achievement/Completion.
ACCREDITATION: Courses offered by Oregon Emergency Management, the Regional ICS Steering Group, and the FEMA Independent Study courses are accredited through Clackamas Community College (CCC). CCC offers an Associates of Applied Science Degree in Emergency Management. There is no "residency requirement" for the college credit. Students pay a "transcript fee" per course rather than a per credit hour fee.

TRANSCRIPTS: OEM maintains a training database on all courses conducted or sponsored by OEM. EMI also has a training database on all courses attended at EMI or completed through the Independent Study Program. Students may obtain an individual transcript by submitting a written request, which includes their social security number, to the appropriate agency:
