Infrastructure Assistance for Local Governments
FEMA-1733-DR-OR
Federal funding (the Public Assistance program) has been made available to state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of pubic facilities damaged by the severe storms, flooding, landslides and mudslides in the incident period of December 01 – 17, 2007. The declared areas are Clatsop, Columbia, Tillamook, Yamhill, Lincoln, Polk, Washington, Coos, Curry Counties and also the Confederated tribe of the Siletz and Confederated tribe of Grand Ronde.
The Federal share of assistance is 75% of the eligible cost for emergency measures and permanent restoration.
The State is conducting Applicant Briefings that will give an overview of the Public Assistance program and Hazard Mitigation program. Those individuals responsible for restoring and operating infrastructure systems that provide local services to the public (government agencies, special districts, certain private nonprofit organizations) in the counties of Clatsop, Columbia, Tillamook, Yamhill, Lincoln, Polk and Washington should attend.

Application for Public Assistance:
Those public entities that have sustained cost or damage to their public infrastructure and are located in the declared areas must submit the Request Public Assistance to the State. See RPA instruction and RPA (form 90-49) link below.

Debris Management Information for Local Governments
As a partnership between FEMA and the State, FEMA has activated for this disaster (DR-1733) the Public Agency Debris Technical Assistance hot-line. This hot-line was established to answer any questions or concerns on FEMA eligibility (under the Public Assistance program) of disaster related debris removal activities, conducted by public entities.

Stafford Act Section 404 grants (Hazard Mitigation Grant Program) are available on a competitive, demonstration and/or fast-track basis for eligible mitigation projects that would reduce future disaster losses in those counties that have received a Presidential Major Disaster declaration. If elected by the state, federal funding can also be made available for hazard mitigation measures statewide. These grants require that an applicant provide a non-federal share of no less than 25% of the contracted grant amount. The non-federal share may be met with cash or soft, in-kind services.
