| OHLA Budget 2007-09: Enhanced Enforcement, No Uniform Fee |
|
The Oregon State Legislature approved an agency budget of $6,131,235 for OHLA's operation for the 2007-09 biennium that began on July 1, 2007. To address the growing number of licensed facilities to inspect and the increasing complexity of investigations, OHLA's 2007-09 budget includes five new positions: three enforcement officers and two consumer representatives.
The new positions highlight the increasing role education plays in OHLA's enforcement efforts. OHLA's enforcement officers treat each inspection of a cosmetology, body piercing, tattoo and electrology facility as an opportunity to educate licensees on how to protect the health and safety of the public by staying in compliance with state regulations.
Enforcement efforts also include responding to hundreds of consumer complaints annually filed against practitioners in all OHLA-regulated professions, conducting investigations and carrying out disciplinary action against those found in violation of state regulations.
OHLA's proposal to establish uniform fees for all regulated professions, however, wasn't approved. The proposal would have decreased licensing fees for most of OHLA's regulated professions.
"Our licensees and stakeholders unanimously supported the proposal," says OHLA Director Susan K.Wilson. "We believe a uniform fee structure would be beneficial. It aligns with the original intent of our agency to provide uniform administrative oversight for a diverse group of programs and regulated professions."
