Scope of Professional Practice
Clinical sex offender therapists provide services for the treatment and rehabilitation of sex offenders.  They must have a minimum of a master's degree in the behavioral sciences and an active Oregon mental health professional license, or equivalent, to be certified in Oregon.  Clinical sex offender therapists may supervise certified associate sex offender therapists.

Associate sex offender therapists provide services for the treatment and rehabilitation of sex offenders.  They must have a minimum of a bachelor's degree in the behavioral sciences and be under the direct supervision of a clinical sex offender therapist to be certified in Oregon.

Education & Training Required
Clinical sex offender therapists must have a minimum of a master's degree in the behavioral sciences and an active Oregon mental health professional license, or equivalent, to be certified in Oregon.
 
They are also required to have had a minimum of 2,000 hours of direct clinical contact with sex offenders within not less than three years nor more than six years prior to application.  Clinical contact includes:
  • 1,000 hours of direct treatment services

  • 500 hours of evaluations

  • A minimum of 60 hours of formal training applicable to sex offender treatment and evaluation, achieved within the three years prior to application
Associate sex offender therapists must have a minimum of a bachelor's degree in the behavioral sciences and be under the direct supervision of a clinical sex offender therapist to be certified in Oregon.  They are also required to have had:
  • A minimum of 1,000 hours of direct clinical contact with sex offenders

  • A minimum of 30 hours of formal training applicable to sex offender treatment, achieved within the three years prior to application

Applying for Certification
To obtain certification as a clinical sex offender therapist or associate sex offender therapist, an applicant must complete an application developed and prescribed by the Sex Offender Treatment Board (SOTB) and file a professional disclosure statement with the Oregon Health Licensing Agency (OHLA).
 
The application process and requirements and certification fees for this new regulatory program will be set after members of the SOTB have been appointed and confirmed, and after Oregon Administrative Rules (OAR) specifying the requirements of the profession have been established.

Renewing Your Certification
Application for certification renewal should be made in advance of the certification expiration date, which is the last day of the month one year from the date of issuance unless otherwise established when Oregon Administrative Rules (OAR) are established for this new regulatory program.
 
Late renewals are subject to a late renewal fee, which will be established during public administrative rulemaking.
 
Renewal applications are mailed to certificate holders approximately six weeks prior to the certification expiration courtesy of the Oregon Health Licensing Agency (OHLA) and the Sex Offender Treatment Board (SOTB).
 
Continuing education requirements established in House Bill 3233 (Oregon Laws 2007, Chapter 841), which created the SOTB and regulation of sex offender therapists, are as follows.  To successfully renew, certificate holders must:
  • Be in compliance with all overarching OHLA requirements and those specific to sex offender treatment

  • Have a minimum of 100 hours of clinical experience during the preceding year, 50 of which shall be direct clinical contact with sex offenders

  • Have completed a minimum of 15 hours continuing education in the field of sex offender treatment during the preceding year

  • Satisfy any additional requirements adopted by the SOTB

Out-of-State Applicants
Applicants for certification in Oregon who are currently authorized to practice as a clinical or associate sex offender therapist (or the equivalent as determined by the SOTB and OHLA) in another state may be approved for certification if they meet all entry-to-practice requirements specific to the SOTB and in general for all OHLA-regulated professions.
 
Applicants are also required to pay application and other associated fees, which will be determined during the public administrative rulemaking process.
