Electrologists
Electrologists, through a series of treatments, permanently remove hair from the skin by inserting a sterile needle-conductor into the hair follicle and directing electrical energy toward the hair cell. Electrologists work in beauty salons, in collaboration with dermatologists, and in private practice.
Tattoo Artists and Permanent Color Technicians
Tattoo artists and permanent color technicians mark or color the skin by inserting nontoxic dyes or pigments into or under the subcutaneous portion of the skin using single-use or sterile needles to form indelible marks for figurative, decorative, cosmetic or medical purposes.

| Education & Training |
|
Electrology
Applicants must hold a transcript from a school of electrolysis showing completion of an approved course of study.
Or, applicants must present original certification of licensure from another state that verifies the completion of a course of study which meets Oregon's requirements as set forth in ORS 690.410 and OAR 331-515-0020.
Or, applicants must present documented practical work experience as a licensed or certified electrologist.

Permanent Color and Tattoo Arts
- High school diploma or equivalent required
- Completion of approved training program including 360 hours of training (210 theory/150 practical), chairside supervision under a licensed tattoo artist/ permanent color technician. Must have documentation showing a minimum of 50 completed procedures (which means "a tattoo which has been finished, including any touchups or additional work following initial healing and the client is released from service")
- Pass examination
- Proof of age of at least 18 years old

| Application |
|
Electrologists: Applicants for a practitioner's license must submit an application with an application fee of $100. Fee for a one-year practitioner's license is $125. Fee for a one-year electrology facility license is $50 for the application and $150 for a one-year license.
Permanent Color /Tattoo Arts: Applicants for a practitioner's license must submit an application with an application fee of $100. Fee for a one-year practitioner's license is $175. The facility license fee is $250 annually, with an $100 application fee.

| Examination |
|
Electrologists and tattoo artists/permanent color technicians must complete both written and practical/skill assessment examinations. The written examination fee is $50 and the practical examination fee is $100.

| Renewal |
|
Practitioner licenses expire a year from date of issuance and the cost to renew is $125 for electrologists and $175 for tattoo artists/permanent color technicians. Facility licenses also expire a year from issuance and the cost to renew is $250 annually.
A fee of $50 will be charged for delinquent or late renewals. A fee of $50 will be assessed for the reactivation of a license.

| Continuing Education |

Electrology
Electrologists must complete 20 clock hours of continuing education every three years.

Permanent Color and Tattoo Arts
To maintain licensure all permanent color technicians and tattoo artists must participate in continuing education as follows:
1. Complete 15 clock hours, either as one unit or combination of units, not less than one hour each, every three years.
2. Satisfactory continuing education courses shall fit into the approved course of study outlined in OAR 331-555-0010:
a. Participation or attendance at an instructional program presented, recognized, or under the
auspices of any permanently organized institution, agency, or association; except
b. Self-study, participation, or attendance not covered by subsection (a) of this rule may
comprise up to six hours of the total requirement; or
c. Attendance at meetings of the Advisory Council for Electrologists, Permanent Color
Technicians and Tattoo Artists for a maximum of three hours per meeting, totaling no more
than six hours per three-year period.
3. Continuing education is required for renewal, every three years, even if the license has been inactive or suspended during that period.
4. Licensees failing to obtain 15 clock hours of continuing education every three years must reapply and qualify according to the requirements of OAR 331-555-0040 and successfully pass a written examination.
Licensees must declare, or attest, that they have fulfilled continuing education requirements upon license renewal. Licensees are randomly audited to check for continuing education compliance.
