Position Statement on Implementation of Ballot Measure 24
Adopted by OHLA and the Board of Denture Technology
The Oregon Health Licensing Agency (OHLA) and Board of Denture Technology (the Board) have adopted the following position statement regarding Ballot Measure 24.
Voters passed Ballot Measure 24 during the November 2002 General Election, which allows denturists to install partial dentures. The Oregon State Denturist Association (OSDA) was a chief sponsor of the ballot measure and designed the language to be broad, with a goal of leaving many of the details related to its implementation for later consideration. Oregon Administrative Rules need to be drafted to address these details.
This process will begin with a detailed review of the practice standards and guidelines that currently apply to denturists in the State of Washington. Washington denturists have provided partial dentures directly to patients since 1996, and the Board believes that policies and procedures in place in Washington will be of assistance in developing Oregon Administrative Rules.
In addition, discussions will be held with Washington dentists and denturists about their professional experiences and collaborative efforts to provide patients with partial dentures. Oregon dentists, denturists and the OSDA will also be consulted for recommendations on the matters related to the manufacturing and installation of partial dentures.
Following the initial fact finding process outlined above, the Board will enter into the formal administrative rulemaking process. The rulemaking process begins with filing proposed administrative rules to modify the existing rules to address issues unique to partial denturism. A public comment period and public outreach meetings will follow. A public hearing will then be held to adopt the rules. It is the board’s goal to conclude the process at the end of 2003.
In the interim the Board of Denture Technology recommends that denturists work in collaboration with a licensed dentist when fitting a removable partial denture.
