Individual Fields of Practice
Starting in 2005, Cosmetology Practitioners Must Be Certified in Specific Practice Fields
Legislation passed in the 2003 Oregon Legislative Assembly changed state law, or Oregon Revised Statutes (ORS), from “bundled” certification to individual certification in cosmetology’s four fields of practice:  Barbering, Hair Design, Esthetics and Nail Technology.
 
Recent rulemaking established specific requirements regarding individual fields of practice.  Following are questions and answers regarding its implementation.
 
Q:  When will individual certification take effect?
A:  The new rules governing individual certification were recommended to become effective January 1, 2005; however, the date is being pushed forward to allow additional implementation time.  Rules should take effect June 30, 2005.
 
Q:  When will this affect me?
A:  For current practitioners, when you renew your license.  You’ll receive a renewal form that will state the fields of practice in which you are currently certified.  You may then choose to renew all of your fields of practice, or just the fields in which you plan to actually provide services.
 
New practitioners will choose the fields of practice in which they would like to be certified (and in which they are qualified) when applying for initial licensure.
 
Q:  How much is individual certification going to cost?
A:  The fee for each field of practice will be $33 for a two-year certificate.  If you would like to be certified in two fields, you will pay $66; three fields, $99; and four fields, $132.
 
Q:  Will you be issuing individual paper certificates for each field of practice?
A:  No.  The paper certificate will continue to list all fields in which the practitioner is certified, just like the current paper certificate.  Although only a small number of practitioners voiced their opinion on this issue, 80 percent of them stated they would rather continue to post one certificate listing all fields rather than individual certificates for each field.
 
Q:  Will I receive multiple renewal forms if I’m certified in multiple fields?
A:  No.  You will receive one renewal form allowing you to renew all of the fields in which you are currently certified.  You may choose to renew all fields or just those in which you plan to practice.
 
Q:  If I renew late and I’m certified in more than one field of practice, will I be charged more than one late fee?
A:   Yes.  The $25 late fee will apply to each field of practice in which you are renewing late.  If you are renewing late for all four fields, you would pay four $25 late fees, or $100 in late fees.
 
Q:  What if I’m currently practicing in one field, then decide to become certified in another field.  Will my license expiration date be different?
A:  No.  No matter when you become certified in a new field of practice, the expiration date will be the same as the expiration date of the field in which you are currently certified.
