Housing Division Overview
The Housing Division includes two sections offering multiple programs for both multifamily rental housing and single-family homeownership. The multifamily programs, offered through the Multifamily Housing Section, fund the development of new units or acquisition of existing properties through a combination of programs that include low interests loans (including tax-exempt bond financing), grants and tax incentives. The Single-Family Finance Section provides permanent, lower interest financing for qualified homebuyers and also works with local partners in providing homeownership education programs. The section also manages the Community Development Block Grant Program for housing rehabilitation and the Regional Housing Centers.

Multifamily Housing Section
The Multifamily Housing Section administers the department's low-interest loan programs, grants, tax credits for affordable multifamily rental housing developments. The Section works in cooperation with local partners to provide viable financing packages in order to carry out the department's mission to develop and preserve affordable housing, linked with appropriate services, throughout Oregon. The Multifamily Housing Section funds the acquisition of existing and new construction developments that range from housing for persons with special needs to housing for lower income working Oregonians. The developments may be funded through a combination of programs that include low interest loans (including tax-exempt bond financing), grants and tax incentives. Some programs may be accessed through the competitive Consolidated Funding Cycle (CFC) open usually twice per year, while other programs are open for application year around. Single-Family Finance Section
The Single-Family Finance Section´s purpose is to create and sustain partnerships and funding in conjunction with lenders and nonprofit organizations to provide low- and moderate-income first-time homebuyers year-round access to below-market rate home loans, downpayment and closing cost assistance, and homebuyer training opportunities throughout Oregon. The section is responsible for implementing the Residential Loan Program and the Home Ownership Assistance Program. The Residential Loan Program, also know as the "State Bond Loan," offers eligible borrowers increased purchasing power and access to below-market interest rate mortgages. The Home Ownership Assistance Program is funded by the State of Oregon and enables OHCS to fund homebuyer training, counseling and downpayment assistance programs throughout the state.
