The following are additional tools and resources that are maintained by the TCP Unit:
Traffic Control Cost Estimator Tool (Updated - May, 2010)
Used to make cost estimates for TCP designs. This tool is explained in detail in Chapter 6 of the Traffic Control Plans Design Manual (also found on TCP’s Publication Page).

Transportation Management Plans
In complying with the contents of Federal Rule 23 CFR 630 Subpart J – Work Zone Safety and Mobility (Effective October 12, 2007), ODOT is providing the following information and resources to aide in the development of your Transportation Management Plan (TMP).
TMP Guidance Document – Revision 2
This document, written by OBDP, gives additional guidance on developing Transportation Management Plans (TMP) beyond Chapter 1.2.3 of the Traffic Control Plans Design Manual (also found on TCP’s Publication Page).
"Full" Version TMP: A TMP that includes the following three components:
- The Traffic Control Plan (TCP) and documentation of all related design and construction staging decisions.
- Traffic Operations (TO) strategies to better manage traffic before and during construction work.
- Public Information (PI) campaigns used to notify road users of the upcoming construction project, its impacts and their transportation alternatives.
"Simplified" Version TMP: A TMP that includes the Traffic Control Plan (TCP) and thorough documentation of all related design and construction staging decisions.
Complete a "Full" TMP for projects meeting the following criteria:
- Projects with a total construction budget of $5 million or more.
- Projects on a freeway within a Transportation Management Area (TMA).
Complete a "Simplified" TMP for all other projects.
The Oregon DOT and FHWA recommend completing a "Full" TMP for all projects, with individual components being relative to the scope of work.
Additionally, below are several examples of TMPs:
TMP Example 1, TMP Example 2
TMP Example 3, TMP Example 4
TMP Example 5, TMP Example 5 Appendix (12 MB)

Work Zone Traffic Analysis Tool
Above is a link to the Work Zone Traffic Analysis Tool, which is a great resource for anyone looking for traffic data/analysis, but specifically for Traffic Control Plan Designers:
To request Traffic Analysis for a Work Zone from a Region Traffic Analyst, please use the Traffic Analysis Work Request Form.

MicroStation Drawings
The TCP cell library and caches were updated on April 24, 2009. All new projects should be completed using TCP.cel, TCPV8 and PlansV8 caches.
Please reference in the new caches for your active seed file and utilize the TCP.cel library for all new projects.
