| TECHNICAL LEADERSHIP TEAM |
|
The Technical Leadership Team acts as a primary forum for technical issue identification and resolution, decision-making, policy guidance, and process improvements for the project delivery business line. Its work is predominantly focused on technical project development elements and on construction support elements.
The Technical Services Manager/Chief Engineer is the team leader. Membership includes the Technical Services managers, the tech center managers from the regions, the Statewide Office of Project Delivery Manager and OPD/Bridge Delivery Unit Manager, and the ODOT Procurement Officer. MORE

| DISCIPLINE LEADERSHIP TEAMS |
|
The Discipline Leadership Teams meet regularly to ensure that the technical components of each discipline are practiced consistently and optimally across the project delivery business lines. Each Technical Services section manager leads one or more discipline teams for his/her discipline. Members are managers or designees from Technical Services and regions and may include representatives from other business lines.

| Access Mgmt Leadership Team |
|
The Access Management Leadership Team provides a forum for collaboration on the strategic direction and leadership of the Access Management Program. Its primary focus is on identifying and addressing issues and opportunities for leadership in advancing the Department’s access management goals, and to facilitate effective implementation of access management rules, policies, and procedures into multiple business line operations. | Bridge Leadership Team |
|
The Bridge Leadership Team communicates and resolves statewide technical issues and priorities relating to structural engineering. Focus areas include defining roles and responsibilities for bridge activities; statewide uniformity; shared resourcing and training for technical expertise; research, statewide standards and manuals; software for bridge analysis, load rating, and bridge design; and bridge program and bridge major maintenance funding. | Construction Leadership Team |
|
The Construction Leadership Team serves as the overall policy body for the Department’s construction business line, which encompasses all activities necessary to take a project from contract award to final acceptance and payment for the project. MORE

The Environmental Leadership Team communicates and resolves statewide technical issues and priorities relating to environmental planning and natural resources. Focus areas include defining roles and responsibilities for project activities, statewide uniformity, shared resourcing and training for technical expertise, research, statewide standards and manuals, approval of guidance and policy, and quality. The Geo-Hydro Leadership Team communicates and resolves statewide technical issues and priorities relating to geology, geotechnical engineering, hydraulics engineering, and hazardous materials. Focus areas include defining roles and responsibilities for project activities, statewide uniformity, shared resourcing and training for technical expertise, research, statewide standards and manuals, software for analysis and design, and approval of guidance and policy. | Right of Way Leadership Team |

The Right of Way Leadership Team serves as the overall leader and decision authority for the statewide Right of Way Acquisition Program. Focus areas include guidance on Department policies and procedures related to the Program including right of way activities involved in project delivery, facilitating communication between region tech centers and Technical Services’ Right of Way Section, providing an atmosphere for collaborative problem-solving and idea-sharing, and assessing the effectiveness of the Right of Way Acquisition Program. | Roadway Leadership Team |

The Roadway Leadership Team serves as the overall leader and decision authority for roadway engineering. Focus areas include guidance on Department policies and procedures related to the Program, including roadway engineering activities involved in project delivery, facilitating communication between region tech centers and Technical Services’ Roadway Engineering Section, providing an atmosphere for collaborative problem-solving and idea-sharing, and assessing the effectiveness of the Roadway Engineering Program. | State Survey Leadership Team |
|
The Statewide Survey Leadership Team has been in existence since 2001. The mission of this team is to assure quality and provide consistent, effective and efficient services in land surveying. Focus areas include guidance on Department policies and procedures related to the Program including survey activities involved in project delivery, facilitating communication between region tech centers and Technical Services’ Geometronics Unit, providing an atmosphere for collaborative problem-solving and idea-sharing, assessing the effectiveness of the Survey Program, promoting effective and efficient surveying of ODOT staff and their consultants, providing opportunities for statewide survey resource leveling, providing uniformity in survey staff positions, identifying needs and promoting training, and developing long term goals for survey automation and strategic plan for surveyors. | Traffic Ops Leadership Team |
|
The Traffic Operations Leadership Team provides guidance on Department policies and procedures related to traffic operations and traffic engineering. Focus areas include but are not limited to interpretation and enforcement of the MUTCD and Oregon supplements to the MUTCD; issues pertaining to the State Traffic Engineer’s delegated authority; standards pertaining to signs, signals, striping and other traffic control devices; procedures for traffic investigations; and standard practices and manuals published by the Traffic Engineering and Operations Section (TEOS). This committee also supports improved communication with the region traffic offices and tech centers, TEOS, and other offices within ODOT with responsibilities in traffic operations and engineering and providing an atmosphere for professional learning and collaborative problem-solving.
