CONSTRUCTION LEADERSHIP TEAM (CLT)
CHARTER
 
 
AUTHORITY
 
The Construction Leadership Team is established under the PDLT Operational Notice PD-01, dated April 1, 2005. The CLT will have decision authority for the establishment of Department policies and procedures related to the implementation of the ODOT Construction Program.
 
 
PURPOSE
 
The CLT serves as the overall policy body for the Departments Construction business line, which encompasses all activities necessary to take a project from contract award to final acceptance and payment for the project.
 
The CLT will routinely assess the effectiveness of the construction phase of projects and identify areas for improvement. These areas for improvement will be prioritized and included in an annual work plan that will be used to track and report on the progress of the CLT.
 
 
MEMBERSHIP
 
To accomplish this responsibility, CLT membership is comprised of key members from each region who are involved in various aspects of the construction phase. The committee is co-chaired by the State Construction and Materials Engineer and an Area Manager. Other members include the Contract Administration Engineer as well as individuals from each region and the Bridge Delivery Unit. Region representatives will distribute representation across both Area Manager positions as well as project managers. It will be the responsibility of each member to represent their Region across the full range of construction activities. To maintain some consistency on the Team, members are expected to serve at least a two year term, after the initial two years, it will be up to the represented Region to determine whether they change the representative or not.

MEETINGS
 
The CLT will meet monthly on the first Tuesday of each month. Meetings will be held in the ODOT Materials Lab from 9:00 a.m. to noon.

2007 Accomplishments
 
The Construction Leadership Team has been active in pursuing items on its 2007 work plan.  Following is a summary of accomplishments for the past year.  Many of the items listed below will continue to be included in the 2008 work plan for further development.
 
Improve Environmental Construction Practices
Re-established the Environmental Construction Issues Sub-Committee, which meets monthly and has identified high priority issues for 2008.
 
Construction to Development Feedback
Collected the first year’s worth of Contractor Project Evaluations.  These evaluations have been entered into a searchable data base with access to the information being provided to Technical staff.
 
Work-zone safety
Developed proposal to modify the way annual work-zone safety tours are conducted.  Proposal will go to the Technical Leadership Team for approval in February 2008.
 
Evaluate and Implement processes and knowledge from OBDP
Reviewed a variety of inspection check lists utilized by OBDP.  Check lists have been added to the web site and made available to ODOT PM staff.  Also, established the trial use of OBDP electronic CEI tool in Hermiston PM office.  Trial to occur in 2008.
 
Contractor Evaluations
Utilized the new evaluation form for a full year cycle.  There was significant improvement in getting these evaluations submitted as we have gone from the receipt of 30% to 80%.
 
PM Crews Make-up
Led the effort to get Project Managers re-classified to PE-2 executive service.  This will make the pay range for PM’s much more attractive and hopefully ease recruiting difficulties.
 
Construction Training
Continued to provide leadership to the Construction Training Committee.  Training included a variety of inspector and technician certification classes, as well as, training at Quarterly Project Manager meetings.
