Project Background Interstate 84 at the 257th Ave. interchange is an important freeway connection to many industrial businesses at the eastern end of the Columbia industrial corridor. This project, in the City of Troutdale in Multnomah County, will improve safety and capacity in the area of the I-84/257th Ave. interchange. It is funded by Oregon House Bill 2001, also known as the Jobs and Transportation Act (JTA).
In 2009, a project funded by ODOT, Port of Portland, City of Troutdale and federal stimulus funds added an additional turn lane for traffic headed east on South Frontage Road to 257th Ave./NW Graham Rd. (I-84, Exit 17) and was completed in December 2009 (see below for more information on this project).
Why This Current JTA Project Is Needed
The I-84 Troutdale interchange is an important freeway connection to a number of existing businesses at the eastern end of the Columbia industrial corridor. For example, a new FedEx Ground distribution facility built on industrial land owned by the Port of Portland is generating additional traffic.
The interchange already experiences traffic backups on the I-84 eastbound exit ramp during afternoon peak hours. This is a significant safety concern as vehicles are forced to back up into the travel lanes of the interstate.

Construction Impacts
The contractor, Nutter Corp. of Vancouver, Wash., started mobilizing in the work area in May 2011. During construction, work primarily will take place off the frontage roads on the side adjacent to I-84 (on ODOT property) so will not impact traffic on the frontage roads. However, there will be intermittent lane closures during the day and night for some work.
When widening work is taking place on the I-84 east and I-84 west off-ramps to Troutdale (exit 17), the contractor will close the ramps at night (a maximum of five nights of ramp closures are allowed at the eastbound and westbound off-ramps). The ramps will only be closed overnight. When the ramps are closed, motorists will be directed to the following detour routes:

Nighttime work: Most work is expected to take place during daytime hours. However, there will be some nighttime work, particularly during phases when the contractor is working on the I-84 ramps at exit 17 in Troutdale. ODOT has secured a nighttime noise variance from the City of Troutdale. If you have concerns about noise during night work, please call the 24-hour Noise Hotline: 503.412.2330.
Future Projects at the I-84 Troutdale Interchange
ODOT plans to begin design work in summer 2011 on a future project to make Marine Drive a two-way road where it passes under I-84. Check the website for more information as project development begins.

| 2009 Troutdale Interchange Improvements |

The Interstate 84: Troutdale Interchange (Exit 17) improvement project began work in July 2009 and was completed in fall 2009. The contractor on the $1.3 million project added a turn lane and sign bridge on South Frontage Road.
The project, which was funded by the Oregon Department of Transportation, Port of Portland, City of Troutdale and federal stimulus funds, added an additional turn lane for traffic headed east on South Frontage Road to 257th Drive/NW Graham Road (Interstate 84, exit 17).

Following completion of the project, South Frontage Road was widened to include two dedicated right-turn lanes, one dedicated left-turn lane and one through/left-turn lane. A sign bridge was installed on South Frontage Road to direct motorists to their proper lane.
Project Funding
This project was partly funded by ODOT, the Port of Portland and the City of Troutdale. It also used $700,000 in federal stimulus funds from the American Recovery and Reinvestment Act (ARRA). Coral Construction of Wilsonville, Ore., was the contractor on the $1.3 million construction project.

It is important to plan for the future of the Interstate 84 (exit 17) interchange area to ensure that the improved traffic flow, access, and mobility from the current JTA construction project is maintained as long as possible. These improvements require that ODOT and the City of Troutdale develop an Interchange Area Management Plan (IAMP).
Ongoing public outreach is being conducted through the Project Advisory Committee.
