The minimum acceptable price of the property is based on an appraisal which is reviewed and approved by the State Right of Way Manager.
 
ODOT surplus property must first be offered to other state agencies, local government non-profit housing authorities, then to the public via the auction process. 
 
Property may need to be surveyed if it is being sold. Property is sometimes rented or leased to the public based on a market rent study.
