#13 US395:  McKay Creek to Silvies Slough
 
The Bundle 414 US395:  McKay Creek to Silvies Slough Design-Build project will consist of the replacement of seven (7) bridges and repair of one (1) bridge on US395, US26, OR78 and OR19 corridor as part of the OTIA III Bridge Program.  The following bridges are scheduled to be replaced:
 
  • OR19  - John Day River (Goose Rock) Bridge
  • US395 - McKay Creek Bridge
  • US395 - Camas Creek Bridge
  • US395 - North Fork John Day River Bridge
  • US26  -  John Day River (Coles) Bridge
  • US395 - Trout Creek Overflow Bridge
  • US395 - Silvies Slough
 
The East Fork Birch Creek (Pilot Rock) Bridge on US395 will be repaired.
 
This project will contain several interesting elements as two (2) of the bridges to be replaced cross wild and scenic rivers, several of the existing structures are historical, and four (4) of the bridges fall within TERO boundaries.
 
The Bundle 414 Design-Build project is being developed with an emphasis on reducing risk to the Proposers.  A significant amount of work is being performed to develop Bridge Concept Designs and related information which will be included in the RFP.  Conceptual design data to be included in the RFP will include, but is not limited to:
 
  • Existing survey and base maps
  • Utility Information
  • Hydraulics Technical memorandums, including OHWM and fluvial calculations
  • Stormwater Technical Memorandums
  • Approved and/or pre-approved Design Exceptions
  • Acquisition of all temporary and permanent right-of-way, either acquired by Notice-to-Proceed or by a date stated in the RFP.
  • Draft Traffic Management Plan with well-defined mobility requirements
  • Public Information Report and Draft Communications Plan
  • Geotechnical Data Reports
 
The Concept Design Approach
 
  • Purpose of the Concept Design Approach - To better define the scope of the project which will result in reduced proposal costs for Design-Build proposers and reduced risk associated with both design and construction.
  • Early Release of Reference Material - Early release of reference materials (prior to the RFQ release) provides proposers with sufficient background information to fully understand the project, facilitates bidding decisions and aids in proposal development.
  • RFQ and RFP Base Documents and Special Provisions - Bundle 414 will be the first Design-Build project to use the Agency's approved RFQ and RFP Base Documents.  This project will also use the more traditional "Special Provisions" which will contain the project specific information and modifications to the Base Documents.  The "standards" and "specials" approach will more explicitly identify changes made from previous procurement documents.
  • Conceptual Designs - The Agency will provide two types of drawings in the RFP as noted below:
    • Constraints Base Map - Included as engineering data upon which proposers can rely including 1)  Existing and proposed right-of-way, 2)  Potential mitigation areas, 3)  Environmentally restricted areas (no work zones), 4)  Minimum driveway realignment configurations, 5)  Call-outs to any specific requirements, and 6)  Locations of confirmed utilities.
    • Conceptual Design Plans - Included as reference data that the proposer must verify before use.  Conceptual Design Plans were developed by the Agency to establish a viable design for use in establishing right-of-way and/or other constraints.  Conceptual Design Plans will be available for the proposer to use at their option, and improve upon as necessary.
  • Environmental - The Agency will obtain all possible permits using conceptual design information.  Permitting will be completed early enough to permit construction work to start in 2008 on the Trout Creek, Silvies Slough, and McKay Creek bridges.
  • Bridge Repairs - The Agency will provide both sketches and descriptions for required bridge repair work.
  • TERO - All TERO requirements for the Confederated Tribes of Umatilla Indian Reservation (CTUIR), including compliance fees, will be included in the RFP Special Provisions.  A TERO certification session will follow the mandatory requirement for proposing. 
 
This project is scheduled to be awarded in May, 2008.  Construction is anticipated to begin in late 2008 and be completed in 2011. 
 
The estimated contract value range is between $25 and $35 million.
