| Overview |
|
The Certification Program provides a process through which local agencies can become "certified" in various areas of federal-aid project delivery. This allows local agencies to retain more approval authority and control at the local level when developing FHWA funded, Non-National Highway System transportation projects.

The areas in which local agencies can become "certified" include:
- Consultant Selection
- Design
- Advertising, Bid and Award
- Construction Contract Administration

|
Vision
Excellent local agency projects resulting from a vibrant, responsive and collaborative Local Agency Certification Program that:

Meets all federal requirements
-
Fulfills ODOT’s stewardship responsibilities with FHWA
-
Provides local agencies optimum authority and autonomy using their own approved processes for the development and delivery of local agency federal-aid projects and
-
Results in timely delivery of federally funded projects.
Mission

Put in place the plans, people, processes and products that will enable the implementation of local agency certification in a timely and cost-effective manner and
-
Continually monitor and improve the Local Agency Certification Program over time so that benefits to FHWA, ODOT and local agencies can be realized.

Certification Training for Local Agencies
Course purpose
The purpose of this training academy is to provide Certification Program global and specific process information to support the successful delivery of Certified Local Agency projects.
Course objectives
- Discuss local agency and ODOT staff Certification Program roles and responsibilities
- Discuss how the Certification Program fulfills ODOT's stewardship responsibilities to FHWA
- Provide an overview of governing laws, regulations and directives required by individual disciplines to deliver federally funded projects
- Provide process information for ODOT and local agency staff to develop CLA projects
- Provide overview of existing Certified Local Agency project delivery references and tools e.g. LAG manual, checklists, Quick Reference Guide, desk procedures, etc.
- Solicit input for Certification Program improvement
Course Schedule
No Certification Acadmeny trainings ares scheduled at this time due to state budget restrictions.
Certification Program staff will facilitate Peer-to-Peer learning sessions as needed. Please contact Jerrica Pierson Seeger for more information.
Who will be attending?
The Certification Training Academy is an invitation only training focused on ODOT and local agency staff that deal directly with delivery of Certified Local Agency projects. ODOT Local Agency Liaisons (LALs) from Regions 1, 2 & 3; ODOT discipline specific staff responsible for approval and/or oversight of specific elements of certified local agency projects; and staff from local agencies participating in the Certification Program will be invited to attend.
