Quality Assurance Program
Introduction

The Oregon Department of Transportation’s Quality Assurance Program complies with FHWA guidelines for a QA program for construction projects on the National Highway System.  The purpose of the program is to insure that quality materials and workmanship are used in the construction of transportation facilities.  The program defines the responsibilities of the Contractor and ODOT in order to satisfy the needs of the program.  This project is used for all construction projects administered by ODOT or its consultants.

ODOT’s QA Program consists of three separate and distinct sub-programs as illustrated below.

The regional Quality Assurance staff is responsible for all verification on Independent Assurance Testing on all ODOT projects, regardless of contracting method, including Design-Build and consultant administered projects.  In addition to conducting materials testing, they are the primary resource for questions related to materials testing and administration of ODOT’s QA Program on construction projects.
