Titling & Registering a Reconstructed Vehicle

A title branded (labeled) with “reconstructed” may be issued to an Oregon-titled vehicle that:

Has a body that resembles and primarily is a particular year model or make of vehicle; and
Is not a vehicle rebuilt by a manufacturer; and
Is not built in a factory where the year model and make are assigned at the factory; and
Is not a replica.

Is a motor truck that has been rebuilt using a component kit, if the manufacturer of the kit assigns a vehicle identification number (VIN), and provides a Manufacturer’s Certificate of Origin (MCO) for the kit.

How to Apply

Fill out an Application for Title and Registration
- Be sure to fill out the “RECONSTRUCTED/ASSEMBLED/REPLICA” section on the form or use the Assembled, Reconstructed or Replica Vehicle Certification form.
- Record the odometer reading, if applicable.
Provide your Oregon title or Oregon salvage title.
Provide release(s) of interest from previous owners:
- Sign back of title; or
- Bill of Sale; or
- Lien Release
If you live in the Portland or Rogue Valley (Medford ) area and want to register your vehicle, your vehicle must first pass an emissions test at DEQ.
Provide bills of sale for major parts in reconstruction (see the Assembled, Reconstructed or Replica Vehicle Certification form for definition)
Figure fees (make checks payable to Oregon DMV):
- Title transaction
- VIN inspection fee: $7
- Registration renewal (if the current plates need to be renewed) or Registration and plate fee (if there are no plates on the vehicle)
- Plate fee, replacement fee, and any applicable plate surcharge (if changing to new type of plates)
Provide proof of insurance if applying for registration and at least one current owner is staying on the title.
Get a VIN inspection at a regular or full-service DMV office.

Take the vehicle and the documents listed above along with your check for the fees to a regular or full-service DMV office.
