Medium-Speed Electric Vehicle Definition
A Medium-Speed Electric Vehicle is defined in the 2009 Oregon Laws, Chapter 448, as an electric motor vehicle with four wheels that is equipped with a roll cage or a crushproof body design, can attain a maximum speed of 35 miles per hour on a paved, level surface, is fully enclosed and has at least one door for entry.
 
(1) As the minimum vehicle safety standards for medium-speed electric vehicles, Transportation Safety Division (TSD) adopts the Federal Motor Vehicle Safety Standards (FMVSS) applicable to light vehicles as set forth in 49 CFR, Part 571 (October 1, 2008). In addition, TSD adopts FMVSS Standards no. 35, Electric-powered vehicles: electrolyte spillage and electrical shock protection, as set forth in 49 CFR 571.305 (October 1, 2008).
 
(2) A medium-speed electric vehicle must be fully enclosed and may not be an open-body type vehicle.
 
(3) The vehicle safety equipment requirements for medium-speed electric vehicles described under this rule apply to original and replacement equipment.
 
The MCO must contain a statement that the vehicle meets the FMVSS Standards applicable to light vehicles as set forth on 49 CFR, Part 571. A visual inspection of the Federal Safety Standards sticker must be conducted by DMV to verify that the vehicle was manufactured to meet the Federal Safety Standard for passenger vehicles.

Title & Registration
To Apply
  • Fill out the Application for Title and Registration.
  • Medium-speed electric vehicles must have an MCO that specifies the vehicle meets the FMVSS Standards applicable to light vehicles as set forth in 49 CFR, Part 571. A visual inspection of the Federal Safety Standards sticker must be conducted by DMV to verify that the vehicle was manufactured to meet the Federal Safety Standard for passenger vehicles.
  • If you are applying for registration for a 2009 model year or newer medium-speed electric vehicle with 7,500 or less mileage, prove compliance with or exemption from the Low Emissions Vehicle requirement.
Fees

License Plates
The license plates issued to medium-speed electric vehicles have a yellow background with blue letters and numbers. The configuration on the plate is “MS” followed by five numbers. Two plates are issued and must be displayed on the front and rear of the vehicle.
