Mobile home program moves from DMV
April 21, 2005

The titling, registration and regulation of manufactured structures is moving from DMV to the Building Codes Division of the Department of Consumer and Business Services as of May 1, 2005.
 
DMV will no longer issue ownership titles, registrations, trip permits and related transactions for manufactured structures.  Dealers licensed to sell manufactured structures also will be regulated by the Building Codes Division in the future.
 
Oregon consumers and businesses that buy, move or otherwise change the status of a mobile home or other manufactured structure will go to their county assessor's office. The assessor will process the transaction on behalf of the Building Codes Division.
 
Buyers of new manufactured homes will go through the dealer and/or a title/escrow company to complete the process. The responsibility for licensing and regulating the dealers of manufactured structures also is being transferred from DMV to the Building Codes Division.
 
These changes are the result of legislation passed by the 2003 Oregon Legislature. The Building Codes Division already is responsible for ensuring that manufactured structures meet state building codes.
 
DMV has been directing most consumers and businesses to county assessors for processing since April 18, as the agencies move the program. The only exception is title transactions that involve processing a lien. Those transactions are still being processed by DMV until April 29.
 
Homeowners and other interested parties should no longer contact DMV with questions related to manufactured structures. Instead, they should contact their local county assessor's office or BCD.
