Out-of-State Renewals & Replacements
Driver License
If you are not active duty military and are temporarily outside of Oregon and your Oregon license has been lost, stolen, mutilated, destroyed, or is about to expire, you may be eligible to apply for a “Valid With Previous Photo” driver license or permit.
 
To be eligible for a “Valid With Previous Photo” driver license or permit, you must have had your picture taken at an Oregon DMV field office on or after July 1, 2008.  If you have not had a driver license or permit issued by Oregon DMV since July 1, 2008, you are not eligible for issuance of a “Valid With Previous Photo” license.  Contact DMV for additional information and options.
 
NOTE: DMV cannot issue an identification card without a photograph.
 
To Apply – Non Active Duty Military Only
  • Complete and sign the Valid With Previous Photo Driver License Application.
  • Provide your Social Security Number (SSN) on the application.
  • Submit a written statement with your application showing good cause why you are not able to appear at an Oregon DMV field office
  • If you are over 50 years of age and renewing your license, you are required to have a vision screening. You may download and print the Certificate of Vision Form and follow the instructions.
  • If your residence address listed on the application is not in Oregon you must complete and sign a Certification of Oregon Residency and Domicile form. You must also provide documentation as noted on the back of the form.
  • Determine the correct fee for your transaction. The fee is the same as the corresponding photo-license or instruction permit. DO NOT include any other fee with this transaction or it may delay the processing of your valid without photo application.
  • Mail the application, fee and any other required documents to:

Vehicle Registration
If your vehicle is temporarily outside of the state and your vehicle registration is expiring and must be renewed, you need to:
  1. Complete the Vehicle Registration Renewal you received in the mail; OR
  2. Pay the fees associated with your renewal.
  3. Unless you completed your renewal online, mail the above listed items to:
