Overview
The 2009 Oregon Legislature approved $95 million in lottery-backed bonds for the ConnectOregon III program and $5 million for rural airports as part of HB 2001, the Jobs and Transportation Act. Building on the success of the first two authorizations in 2005 and 2007, ConnectOregon III will improve the connections between the highway system and other modes of transportation.

Forty air, marine, rail, transit and other multimodal projects were funded through ConnectOregon III, 35 projects are active, and five are complete.

Application Process and Results
The process
Initial applications were reviewed for completeness and feasibility by ODOT staff. Qualified applications were then sent to modal and regional committees for review and public input. These included advisory committees (rail, freight, aviation, public transit and marine), Area Commissions on Transportation, and a specially created Portland area committee.

The OTC convened a Final Review Committee composed of representatives from the modal and regional committees. The Final Review Committee met June 9-10, 2010 in Portland, where it finalized the list of applicants by prioritizing them, 1 - 80.

Results
The Commission took public comments about the ConnectOregon program and ConnectOregon III applications at its July 21, 2010 meeting in Portland, and made the final selections at its Aug. 25, 2010 meeting in Hermiston. See the list of projects.
