GENERAL INFORMATION
  • This is a permanent, full-time position with the Oregon Department of Forestry located in Salem.
  • This recruitment will be used to establish a list of qualified candidates for the current vacancy.  The interview and hire process may be conducted jointly with the Principal Executive Manager E (Private Forest Program Director), LEFR6033.  Submit a separate application if you would like to be considered for that position.

TO QUALIFY
 
Your PD100 application form will be reviewed to verify that you meet the qualifications stated in this section.  To receive credit, your application must clearly show that you have:
  • Six years of experience in supervision, staff-technical, or professional-level work related to Forestry or a related natural resource field.
  • This experience must have included at least two years of program/project leader responsibility involving one or more of the following areas:  a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation and/or project evaluation, or d) monitoring and controlling or preparing a budget.
  • A Bachelor’s degree or equivalent course work (144 quarter or 96 semester hours) in a field related to management, such as Business, Public Administration, Forestry, or a related natural resource field, may be substituted for up to three years of the required experience, but will not substitute for the two years of specialized experience.

DUTIES AND RESPONSIBILITIES
 
The primary purpose of the Policy Unit Manager is to direct, manage and supervise the Policy unit of the Private Forests Program.  Major duties include:
  • Develop and recommend statutes, policies, cooperative agreements, incentives and/or information-based strategies to implement Legislative and Board direction contained in the Forestry Program for Oregon, Agency Strategic Plan, Forest Practices Act and the Oregon Plan for Salmon and Watersheds.  Consistent with Board and Legislative direction, assist with the development, revision and implementation of Department and Program strategic plans and Program budget. 
  • Using monitoring, research and other information, develop and recommend revisions to program policies, cooperative agreements, rules, guidance and/or operational procedures to improve program efficiency and success.
  • Coordinate and collaborate with other state agencies concerned with forest practices and forestry assistance.  Develop, recommend and administer cooperative agreements, memorandums of agreement or contracts with other state agencies and other parties that may be necessary or to improve program efficiency and success. 
  • Assist in work with the Governor’s Office and other agencies to influence federal policy to better align federal agency actions and policies with state policies including the Forest Practices Act and Forest Stewardship planning.  Review and comment on actions and proposals related to federal forestry programs.  Ensure that potential adverse unintended consequences are identified and communicated to proposing federal agencies.
  • Assist forest landowners in the continued development and implementation of regulatory and non-regulatory components of the Oregon Plan for Salmon and Watersheds and other voluntary initiatives or measures.
  • Provide support for incentive programs, improve the delivery of current programs and encourage the development of new programs that further the effective and efficient use of program resources to reach outcomes identified by the Forestry Program for Oregon.
  • Prepare unit budget recommendations, approve expenditures and sign contracts.
  • Supervise and direct the unit to meet the program's goals, mission and target dates.  Typical tasks include:  planning, assigning and reviewing staff work; adjusting work assignments and schedules to maintain adequate staff to respond to changing workloads; evaluating work requirements and recommending budget and personnel adjustments; reviewing job applications, interviewing and recommending hiring; rewarding employees; counseling employees in work-related activities, professional growth and career development; assessing training needs of staff and arranging for adequate instruction; resolving personnel problems, complaints and grievances; and implementing discipline when appropriate.
  • Assist in achieving the goals of the department's Affirmative Action Plan, Equal Employment Opportunity and the Americans with Disabilities Act.  Assist with the development and maintenance of a well-trained, aligned and motivated agency workforce.
The Department's highest priority work is responding to forest fire emergencies; therefore, this position may be utilized during those emergencies to provide assistance in a variety of ways.  This assistance may be in direct support of the emergency effort in the field or provide backup support to fill in for another position that is being used in direct aid to the emergency.  Or it may be in performing an essential function in some other capacity, either within this program or elsewhere.
 
 
WORKING CONDITIONS
 
Works in a typical office environment.  May require frequent out-of-town travel and working outside the normal 8:00 a.m. to 5:00 p.m. schedule.

  1. Describe your experience and level of responsibility for developing a program vision, action plans and strategies to achieve higher level goals.  Include the size of the organization and the scope of the goal.
  2. Describe your experience in developing strong working relationships and resolving complex natural resource issues that involved political leaders, interest groups and key stakeholders.
If only a small number of applications are received, the test may not be graded and every applicant that meets the minimum qualifications will receive a Qualified (QLF) score.
