The Draft 2008 Annual Operations Plans are available for public review and comments. The Public Comment Period is from February 14 to March 30, 2007.
Elliott State Forest Planning - The forest management plan was completed in 2005.
Next steps in the Elliott plan revision involve completing a draft district implementation plan; and a draft habitat conservation plan. Public meetings to review the final draft forest management plan were held in the Fall of 2005. The draft implementation plan will be completed in 2007. A summary of earlier public comments and the department's responses is posted on this site.

Annual operations plans identify and describe specific projects such as timber sales, road maintenance, stream enhancement and trail building. The objectives in the annual plans are based on the goals and strategies found in long-range forest management plans.
Final AOPs have been approved for fiscal year 2007, for nine state forest districts. Public review of the draft AOPs began February 15, and ended March 31, 2006 and these comments were considered in revising the draft plans for district forester approval.
Alternate sales have been added to FY 07 Annual Operations Plans. These alternate sales may be used to replace regular sales that cannot be completed as planned, and to retain flexibility for the program to respond to additional direction or policy changes that may be proposed by the Board of Forestry or State Forester as continuing discussions occur regarding the NW and SW Forest Management Plans. Such policy changes may directly or indirectly influence harvest levels during the FY07 fiscal year. The AOP guidance directs the districts to target a harvest volume level consistent with recent modeling efforts and associated district Model Solution Reviews (MSRs). The regular sales described in this AOP are designed to achieve that harvest volume.
During review of the draft AOPs, districts analyzed and evaluated all comments received. The comments were also considered by a department evaluation committee, made up of representatives from each of the nine districts. The districts then made changes to the operations plans as appropriate. District foresters approve the annual operations plans for their districts by July of each year.
The public involvement process provides an opportunity for ODF districts to share their annual plans with the public. It also is a time for the public to ask questions and offer comments on the planned activities on state forest lands.
All state forest lands are actively managed under adopted forest management plans to provide economic, environmental and social benefits to Oregonians. Most of the revenue from timber sales goes to county governments and local taxing districts, and to the Common School Fund to benefit schools throughout the state.
AOPs must be consistent with the forest management plans (four plans cover the nine state forest districts) and any district implementation plans. (Klamath-Lake and Coos districts do not have implementation plans.)
Modifications - Occasionally AOPs need to be modified after approval, due to new information, changes in budget levels, or unforeseen circumstances. Modifications that significantly change the character of the operation are reviewed by appropriate resource specialists, and approved by the district forester. Input from resource specialists, agency administrators, as well as the public comments received during the official comment period, are considered by the district forester before approving modifications to AOPs. (Substituting an alternate timber sale already included in an approved AOP is not considered a major modification.)

NW and SW Oregon State Forests Management Plans. Final forest management plans (FMPs) for state forests in northwest and southwest Oregon were approved by the Board of Forestry in January 2001, after a five-year, comprehensive planning process.
Proposed Western Oregon State Forests Habitat Conservation Plan. During the next two years, the Department of Forestry will be completing a proposed Habitat Conservation Plan for threatened and endangered species and other species of concern on western Oregon state forests. Extensive public and scientific input since 1998 has helped shape the draft strategies. Additional public involvement will occur as the U.S. Fish and Wildlife Service and NOAA Fisheries consider the plan and an associated Environmental Impact Statement. (Note: a current draft of this plan is not yet available.)

SHORTER TERM PLANS
District Implementation Plans (2003) for seven state forest districts. The implementation plan for the Coos District (Elliott State Forest) will be drafted later this year (2006). Klamath-Lake District (Sun Pass State Forest) does not have an implementation plan.

Board of Forestry Lands
Oregon state forest management of Board of Forestry Lands must secure the greatest permanent value of state forestlands to the state. OAR 629 Division 35 defines greatest permanent value to mean "healthy, productive, and sustainable forest ecosystems that over time and across the landscape provide a full range of social, economic, and environmental benefits to the people of Oregon."
Common School Forest Lands
The Oregon State Constitution directs that Common School Forest Lands shall be managed by the State Land Board "with the object of obtaining the greatest benefit for the people of this state, consistent with the conservation of this resource under sound techniques of land management." (Article VIII, Section 5).

State forest management documents include long-range forest management plans and habitat conservation plans (FMPs and HCPs); district implementation plans (IPs), that look ahead approximately 10 years; and annual operations plans (AOPs) for each state forest district.
Copies of these plans may be obtained from the Planning Specialist, Oregon Department of Forestry, 2600 State Street, Salem, OR 97310 (503-945-7258, FAX 503-945-7376, TTY 1-800-437-4498). Forest management plans are also available at Department of Forestry offices in Salem, Astoria, Tillamook, Forest Grove, Molalla, Lyons, Philomath, Veneta, Medford, and Grants Pass. Forest management plans are available at many libraries around the state.
