Open Burning In Coastal Lane County
The Lane Regional Air Pollution Authority (LRAPA) regulates open burning in all of Lane County, in cooperation with the Oregon State Fire Marshal, Oregon Department of Forestry (ODF), and local fire departments and districts. LRAPA Open Burning regulations are designed to protect human health and the environment as they relate to air quality, while local fire department and district regulations relate to fire safety. Combined, the regulations comprise a set of standards with which the community can safely conduct open burns for the purpose of disposal.
 

Types of Open Burning
Residential Open Burning: The open burning of woody yard debris which has actually been generated in or around a residential dwelling.
Construction/Demolition Open Burning: The open burning of woody materials which are generated by removal of debris, logs, trees, brush or demolition materials from any site being prepared for land improvement or construction project.
Commercial Open Burning: The open burning of any woody waste generated by any wholesale, retail or commercial activity.
Industrial Open Burning: The open burning of any woody waste produced as a direct result of any manufacturing or industrial process.
At no time is it legal to burn anything other than wood debris.
 


Who Regulates What?
LRAPA, Western Lane District (ODF), Siuslaw Valley Fire and Rescue, Mapleton Rural Fire District, and Swisshome/Deadwood Rural Fire District all help regulate open burning in western Lane County, west of the tunnel on Highway 126 to the coast. Although LRAPA rules affect the entire county, the fire protection agencies may set additional rules to further protect their communities.
 
Residential Open Burning Requirements and Limits:
LRAPA (726-2514) regulates all open burning within Lane County. Those rules:
  • Allow burning of yard trimmings and clean wood only;
  • Require that all fires be constantly attended;
  • Require all fires to be out by sunset; and
  • Allow burning to occur year-round; with permission from the local fire department/district.
Western Lane District, ODF (Florence Office 997-8713 (during fire season), Veneta Office 541-935-2283) regulates open burning in rural western Lane County outside the city limits of Florence during fire season. In addition to rules set by LRAPA, the District:
  • Regulates and restricts burning; and
  • Requires on-site inspections of burn piles/sites prior to permit issuance during fire season.
Siuslaw Valley Fire and Rescue (997-3212) works in conjunction with LRAPA and Western Lane District with the regulations inside the city of Florence. Contact Siuslaw Valley Fire and Rescue, (541)997-3212, for a Burn Permit inside Florence city limits anytime of the year.
 
Mapleton Rural Fire Protection District (268-4721) works in conjunction with LRAPA and Western Lane District with the regulations within their District. Contact Western Lane District, 997-8713, for a Burning Permit during Fire Season and (541) 935-2283 during the winter months.
 
Construction/Demolition Open Burning Limits and Requirements
LRAPA: Burning of approved materials is allowed year-round with a valid permit from the local fire department/districts, where required.
 
Commercial Open Burning
LRAPA: Prohibited throughout the county, except by letter permit issued from LRAPA. Once issued, the applicant receives the permit from the local fire department or district of jurisdiction.
 
Industrial Open Burning
LRAPA: Prohibited throughout the county, except by letter permit issued from LRAPA. Once issued, the applicant receives the permit from the local fire department of district or jurisdiction.
 

 
Remember: Burning  paper is allowed as a fire starter only - do not burn bundles of newspapers, junk mail, magazines, books or cardboard, Recycle instead.
