To mitigate the loss of habitat due to its hydroelectric operations, Bonneville Power Authority has funded a technical staff position at Morrow Soil and Water Conservation District (SWCD). Additional partnerships with the State of Oregon, U.S Department of Agriculture Commodity Credit Cooperation, Clean Water Services of Washington County, Natural Resources Conservation Service, and Farm Service Agency (FSA) enables Morrow SWCD to increase the impact of the Conservation Reserve Enhancement Program (CREP). The SWCD technician utilizes Natural Resource Conservation Service specifications and job sheets to establish practices such as fencing, and FSA provides program rules, cost sharing, and rental payments.

CREP projects address resource concerns such as soil erosion, water quality (temperature, turbidity) and quantity, and lack of available food and cover by establishing trees and shrubs along streams, providing off-stream water for livestock and fencing to protect the aquatic and terrestrial habitat. The public benefits from cleaner water, more water for recreation, healthier species populations, and aesthetics. Private landowners benefit by improved farming operations and habitat quality. Monetary benefits are also provided for landowners who participate.
