Early Childhood Matters
On March 20, 2008; Governor Ted Kulongowski convened Oregon's first-ever summit on Early Childhood.  The shared goal is to create a system ensuring that every Oregon child is safe, healthy and learning.
 
Governor Kulongowski introduced "Early Childhood Matters": Oregon's framework for a statewide birth-through five-early childhood system.  The framework is a "Call to Action" with a common set of strategies that will help to generate specific ideas for public policy as well as ideas for community action. 
 
In brief the framework addresses the following components:
 
Health Matters: Promote physical, social and emotional development and improve access to community-based health and behavioral health services.
 
Family Matter: Strengthen services that support parents and family safety and stability
 
Early Learning Matters: Ensure high-quality early care and education settings are affordable and accessible for all.
 
Early Childhood Matters is available  on the State Commission for Children and Families web-site.
