Fiscal Monitoring and Outcomes Reporting System
Goal
The Commission on Children and Families ensures accountability for the use of resources through a system-wide database that tracks fiscal and program monitoring of local services and initiatives.
How It Works
The FMORS database is divided into the following areas:
Fiscal Budget and Expenditures: This area of the database allows counties to request allocated funds and track their release. Counties submit two-year budgets, based on local plan activities, for the use of commission funding. Expenditures are updated quarterly to reflect the actual use of funds.
Monitoring: Counties report quarterly, activity by activity, the demographics of participants, including age, gender, race, special needs, and limited English proficiency. Additional information is provided on group activities for which specific demographics are not collected.
Outcomes: Every two years, counties report outcome data on selected activities to determine how effective they have been in achieving positive results for the families they work with. These outcomes, based on the Building Results series, ensure system-wide accountability for resources spent.
Reports: FMORS allows the Commission to generate specific reports based on information entered into the database. These reports are used to demonstrate the use of resources and the effectiveness of services and supports funded through the Commission.
