Goal
The purpose of the Commission's system of accountability is to ensure appropriate use of public resources through a system of controls and review procedures.
How It Works
The Commission on Children and Families provides flexible, targeted state and federal funding to local counties to implement strategies identified through community-based planning efforts. The use of flexible resources requires statewide standards for consistent application of performance measures.
To ensure the efficient and effective use of these public resources, a system of accountability has been established that includes two key components: internal control assessments and local quarterly reporting of fiscal and program monitoring information.
Internal controls are mechanisms that assure stakeholders that operations are objective, accountable and consistent with established financial and managerial practices. Every two years, each county has an assessment of internal controls completed by state and local staff.
Programs, services, and supports are monitored quarterly, and information is collected through the Fiscal, Monitoring and Outcomes Reporting System (FMORS). This information is reviewed to determine whether resource allocations are in compliance with state and federal rules and regulations. Every two years, program outcomes (based on Building Results) are reported and reviewed to determine whether, on a statewide level, selected services and supports are improving conditions for children and families.
