|
These two administrative rules regulate the continuing education DCs and CAs take for license renewal credit.

| CE REquirements for FIRST AND SECOND Year Licensees |
|
New licensees must meet these CE requirements in their first two years. One requirement is for the first year, the other for the second year.
New licensees must complete by their FIRST license renewal date a total of six (6) CE hours
- Two hours of Evidence-Based Outcomes Management. Click THIS LINK to see the criteria of qualified CE.
(An important note: Reading the OBCE's Educational Manual on Evidence-Based Outcomes Management chapters DOES NOT meet this requirement)
- Four (4) hours are required covering Over-the-Counter Medication training.
Prior to your second license renewal, you must complete 20 HOURS, of which, there are the following specific hours required:
- Seven hours of Pain Management education
Six of the seven hours may be completed in any choice of formats (Seminar, online, DVD, etc). This link EVENTS, will take you to the Pain Commission's ongoing list of qualified programs.
The seventh hour MUST BE completed here - a one hour Online Presentation

- The OBCE determined that DCs may obtain 2 hours for each chapter read of the Educational Manual of Evidence Based Chiropractic You may obtain a copy of this document by contacting the OBCE at (503) 378-5816 or by email oregon.obce@state.or.us (These hours DO NOT meet the 2 hours Evidence Based Outcomes Assessment requirement due by Jan 1, 2008)
- Allowable CE credit for Teaching/Instructors OAR 811-015-0025(9)(h) and (i)
- When CE activities fall "outside the box" - Read about "Other" CE activities per OAR 811-015-0025(9)(L)

| CAUTION! OBCE denies CE credit |
|
The Board has either denied a specific program/activity or created a policy about the same
(CE credit is NOT ALLOWED for the following.)
| POLICIES |
1. On January 17, 2008, the Board established that
- attending an exercise class such as Pilates, is NOT valid continuing education; however, studying (completing education) to become a Pilates Instructor (e.g. completing the Pilates Pre-Training class) would be.

2. On November 18, 2004, the Board established that
- using one’s regular daily job duties (e.g. a full time athletic trainer) is not valid continuing education; and
- that travelling to another country is not, in and of itself, valid "continuing education"
|
3. On January 15, 2004, the Board established that
- "reading a textbook in and of itself is not valid continuing education." Alternatively, home study programs such as Southern California University of Health Sciences' Topics in Clinical Chiropractic series are accepted.

| DENIED PROGRAMS |
- Pain Management and Evidence Based Outcomes Management video courses offered by Cascade Success Systems are proposed to be denied for the full required credit. (7/25/09)

- Finding Your Medicine: Advanced Shamanic Training (11/20/08)
|
- Emotional Freedom Technique (EFT) (9/18/08) EFT does not meet criteria (i.e. the program is not trained by a qualified person)
|
- Basic Spiritual Response Therapy (11/18/04)
|
When a program is denied CE credit, a licensee, instructor, or course sponsor may present additional information to the Board for re-review. The Board may remove the program from this list once it reconsiders any additional information.
|
Oregon Administrative Rule regarding "questionable" CE activities
OAR 811-015-0025(9)(L) states that a licensee may be allowed credit for "any other course or activity specifically authorized by the OBCE." If the rule does not clearly refer to a course or activity in which the licensee is interested, the Board interprets this language to mean submitting a question to the OBCE in writing, prior to completion or participation. (Refer to the full text of the rule 811-015-0025 before submitting any request.)
