GENERAL INFORMATION
  • This position is with the Oregon Department of Energy (ODOE), Director’s Office, and is located in Salem. The Oregon Department of Energy has approximately 115 employees and is responsible for promoting the efficient use of energy resources, developing an energy supply that is renewable, affordable and reliable, and regulating the transport and cleanup of radioactive waste.

  • The position receives full fringe benefits. The State of Oregon provides an attractive, cafeteria-style benefit plan that includes employer contributions toward a variety of medical and dental plans covering employees and dependants, participation in the Oregon Public Service Retirement Plan (OPSRP), and a deferred compensation plan.

  • This recruitment will be used to establish a list of qualified people.  The list will be used to fill the current vacancy and may be used to fill other vacancies as they occur.

TO QUALIFY
 
Your PD100 application will be reviewed to verify that you meet the qualifications stated in this section. To receive credit, your application form must clearly show that you have:
  • A Bachelor’s degree in a business related field such as business or public administration, finance, economics, computer science; or a field specific to the Agency’s mission or area of audit; AND

  •  Three years of auditing experience.

  • A graduate-level degree in any of the fields listed above may substitute for one year of the required experience.

  • Preference will be given to those with governmental auditing experience. 

  • Credits must be from an accredited college or university.  A photocopy of your transcripts must be submitted with your application form.

DUTIES AND RESPONSIBILITIES
 
The primary purpose of this position is to manage the Agency’s internal audit function by independently organizing, leading and performing various types of internal audits of the Agency.


Major duties include:
  • Assess the agency risks and develop an annual audit plan. Coordinate the audit program with involved sections, such as the agency fiscal section. Coordinate with external auditors.

  • Plan and organize, or assist management in planning audits, scheduling staff and deciding project scope. Develop and present formal and on-the-job training for agency staff on internal controls and risk management. Develop policy and procedure manuals.

  • Lead the agency audit committee and involve the committee in developing the annual audit plan and report on follow-up of findings. Participate in reviews to assure the quality and professionalism of audit work, and compliance with professional standards.

  • Coordinate with the Statewide Audit Committee on statewide concepts and projects that either provide guidance to agency internal control staff or assist with statewide projects.

  • Plan the audit according to Generally Accepted Auditing Standards (GAAS). Obtain an understanding of the potential audit issues by reviewing documentation or interviewing people. Identify or apply audit-sampling methods including but not limited to statistical sampling. Decide audit scope and objectives. Identify the audit criteria. Develop procedures to complete the audit. Plan resources needed to complete the audit.

  • Audit Agency operations, processes and controls to identify ways to improve agency operations and to recommend solutions. Summarize reportable findings in preparation for report writing. Provide assistance to Secretary of State Auditors as needed. Oversee follow-up of findings identified in internal and external audits.

  • Research issues related to computer security, operations and controls. Advise on system design controls and project management. Evaluate the effectiveness of the agency's information technology development, acquisition and maintenance activities. Review the existence and adequacy of information technology strategic plans and objectives.

  • Provide audit guidance on the agency's information systems, including the adequacy and effectiveness of general and application controls. Evaluate the agency's management of the systems development life cycle. Evaluate whether the agency's requirements for information are being met. Recommend improvements to controls of information technologies.

  • Make oral and written presentations to management during and at the conclusion of the audit. Discuss deficiencies, recommend corrective action and suggest improvements in controls and operations. Evaluate the adequacy of corrective actions planned by management to improve deficient conditions. Write the audit report with recommendations for improvement. In an advisory capacity, participate in development and design of new systems, and provide other consultative services to management.

  • Assist in collecting data and writing reports on agency performance as measured by legislatively approved performance measures, Oregon Benchmarks and internally reported performance measures and goals.
 
WORKING CONDITIONS 
 
Work is conducted in a general office environment with frequent interruptions, demanding time frames, and management of multiple priorities. Workload may demand overtime to complete complex or critical tasks under inflexible or short time frames.  Occasional attendance at evening meetings or events, overnight travel including out of state and weekends, may be required.
