GENERAL INFORMATION

This position is with the Oregon Department of Energy, Renewable Energy and Communications Division, and is located in Salem. The Oregon Department of Energy has approximately 90 employees and is responsible for promoting the efficient use of energy resources, developing an energy supply that is renewable, affordable and reliable, and regulating the transport and cleanup of radioactive waste.

This position is full-time but limited duration through June 30, 2009. The position receives full fringe benefits. A Bachelor's Degree in Business or Public Administration, Economics, Engineering, Communications, Physical Science, Public Policy & Management or a field related to energy; and two years professional-level evaluative, research, analytical and resource planning work in a field related to energy. OR;

Any combination of experience and education equivalent to five years of experience that supports professional-level evaluative, research, analytical and resource planning work in a field related to energy.

Preference may be given to those who have experience working with solar technology.

DUTIES AND RESPONSIBILITIES
This position manages the Feasibility Study Program and is responsible for implementing the State of Oregon Renewable Energy Action Plan. Major duties include:
- Identify renewable energy technologies that can benefit farmers, ranchers and rural communities, and assist those groups with developing problems. Seek out and share information about rural community development initiatives and other federal and state efforts. Help communities take advantage of federal, state, non-profit incentives and other sources of funds for renewable energy development, including the USDA Farm Bill.
- Serve as a resource of information on renewable energy, green building, conservation and all ODOE programs including tax credits, loans, siting, conservation, etc.
- Manage Feasibility Study Program by coordinating all aspects of $1M grant program that supports the analysis and implementation of renewable energy. Announce opportunities, coordinate a review team, award grants, review progress reports and take action as appropriate.
- Plan and coordinate meetings with a variety of stakeholders, especially those communities seeking to develop renewable energy projects. Respond to public input from groups and individuals.
- Participate as a member of the Governor’s Rural Policy liaison group; coordinate with the Governor’s Economic Revitalization Team, the Association of Oregon Counties, League of Oregon Cities, county commissioners and others.
- Work with other state agencies on rules and policies that encourage greater development of renewable energy. Review state and federal legislation and proposed regulations for effect on agency programs.
- Develop, recommend, implement and evaluate strategies, processes, and formats to conduct and publicize special projects and initiatives to the public, stakeholders, and media. Help develop outreach materials so rural communities and others will understand renewable energy and alternative fuel opportunities in Oregon.
- Direct and coordinate the preparation of scope-of-work for obtaining contractor assistance in carrying out the activities required to accomplish the goals and objectives of the Renewable Energy Division.
- Monitor and evaluate contractor performance in meeting work objectives, work quality, cost maintenance, and schedule milestones for assigned activities. Initiate and implement modifications to project plans, contracts, and agreements resulting from changes or redirection of objectives or funding allocations in the assigned program area. Provide information and training to renewable energy contractors to aid in professional development.
- Coordinate with agency staff for public outreach on the renewable energy components of the Governor’s Global Warming Advisory Committee.
- Serve as technical staff for the department’s programs relating to solar energy and High Performance Homes. Review solar technology applications for the Residential and Business Energy Tax Credit Programs (RETC & BETC) and the Small Scale Energy Loan Program (SELP). Perform design review, verify system performance estimates and determine eligible cost.
- Develop technical standards for inclusion in the RETC and BETC administrative rules relating to solar energy systems. Review and incorporate comments from the solar energy industry and public groups.
- Work with others in the division and agency on potential projects. Coordinate Renewable Energy Policy work with Agency’s Climate Change Policy work.
- Research, write and edit materials including biennial reports, budget proposals, and accomplishment documents.
WORKING CONDITIONS
Work is conducted in a typical office environment. May require frequent overnight travel throughout the state and region. You must have a valid driver’s license and a good driving record. If not, you must be able to provide an acceptable method of transportation.
