OTTER - The Oregon Tax Employer Reporting System
OTTER is a Windows based program for completing and filing the Oregon Combined Payroll Tax Reports electronically, eliminating the need for paper forms.

EMPLOYMENT DEPARTMENT SOFTWARE AGREEMENT
Please read the following agreement before using this software. Downloading this software indicates that you have read and accepted the terms of this agreement. If you do not agree to the terms in this agreement, do not download this software.
In no event will the Oregon Employment Department be liable to you for any damages, including any loss of profits, lost savings, or other incidental or consequential damages arising out of your use or inability to use this program, even if the Employment Department or an authorized Employment Department representative has been advised of the possibility of such damages, or for any claim by any other party.
This agreement shall be construed and governed in accordance with the laws of the State of Oregon. Should any term of this agreement be declared void or unenforceable, such declaration shall have no effect on the remaining terms hereof.
This Software Requires
Operating system of Windows 98/NT4 or XP.
A Pentium microprocessor or higher.
16MB RAM, though 32MB is preferred.
20MB free space on the system hard drive.
Instructions for Downloading and Installation
1. Click on the "Download OTTER 2008" link to download the software.
2. Choose "Save" on the pop-up window.
3. Click "Desktop" or navigate to "Desktop"(or your preferred folder) in the "Save In" box.
4. Click "Save".
5. When Download completes, close window (this may happen automatically).
6. Close all open applications.
7. From your Desktop, or folder in which OTTER was saved, click the "Otter32Setup.exe" icon and follow the prompts. OTTER will install.
8. Open the OTTER program to verify that you have Version 2.14.0 (Start -Programs - OTTER32)
9. Delete the "Otter32Setup.exe" icon from your Desktop of folder in which it was saved.
To Install OTTER on a Network
1. Run the setup program on each computer that will be used for OTTER.
2. Select the network folder where OTTER resides (as designated from the first installation) as the destination location.
3. Choose "Yes" for Desktop shortcut.
Tools to use OTTER will be left behind on each computer and the database will remain on the network.
Instructions for Starting the Program
1. Select OTTER32 item under Start - Program - OTTER32 System or open the "Otter32" shortcut on your Desktop.
2. Versions:
A. If using an upgraded version, start by adding the current year by clicking the "+" icon in the upper left of the screen.
B. If using a new installation, enter the business information and follow the prompts in the Startup Wizard.
