TANF Recipients
This target group refers to any individual who received, or is a member of a family that received benefits under a IV-A* program (AFDC/TANF) for at least nine months during the 18-month period ending on the hiring date.
 
* A IV-A recipient is, for purposes of the WOTC, a family member who is specifically listed on the grant.  Medicaid and Medicare are not IV-A benefits.

Qualified Veterans
The individual must be a qualified veteran as evidenced by:
  • Having served on active duty in the U.S. Armed Forces for a period of more than 180 days, or having been discharged for a service-connected disability; and
  • Not having any day during the 60-day period ending on the hiring date that was a day of extended active duty; and
  • Having received, or be a member of a family that received assistance from a food stamp program under the Food Stamp Act of 1977 for a period of at least three months sometime during the 15-month period ending on the hiring date.
OR
  • Who is receiving disability payments for a service-connected disability, and
  • Was discharged within one year of the hiring date, OR
  • Was unemployed for an aggregate period that equals or exceeds six months during the one-year period ending on the hiring date.

Qualified Ex-felons
To qualify for this target group, the individual must be a recently released ex-felon as evidenced by:
  • Having a felony conviction under any statute of the United States or any state, and being hired within one year of the date of conviction or release from prison.
 

Designated Community Residents
The individual must be at least 18 but not yet age 40 on the hiring date, and must reside in a Federal Empowerment Zone (EZ), Renewal Community (RC), or Rural Renewal County (RRC).
 
Note:  As of June 2007, no community in Oregon received Federal EZ/RC/RRC designation.  Lists of designated EZ/RC/RRC areas are available on page 3 of the Instructions for Form 8850.

Vocational Rehab Referrals
The individual must be considered a Vocational Rehabilitation client who either received services in the past two years or is receiving rehabilitative services pursuant to:
  • An individualized written plan of employment, approved under the Rehabilitation Act of 1973 and authorized by the Office of Vocational Rehabilitation Services or Commission for the Blind,  OR
  • A vocational rehabilitation program carried out by the Veterans Administration under Chapter 31 of Title 38, U.S. Code,  OR
  • An individualized written plan of employment authorized by an Employment Network and pursuant to section 1148 (the Ticket to Work and Self-Sufficiency program), of the Social Security Act.

Summer Youth
The individual must be at least age 16 but not yet 18 on the hiring date, reside in a Federal Empowerment Zone (EZ), Renewal Community (RC), or Rural Renewal Community (RRC) and be first hired between May 1 and September 15.
 
Note:  As of June 2007, no community in Oregon received Federal EZ/RC/RRC designation.  Lists of designated EZ/RC/RRC areas are available on page 3 of the Instructions for Form 8850.
 
The same tax-credit percentage rates and hours worked apply to eligible summer youth.  However, the qualifying wages must be paid in a 90-day period between May 1 and September 15 and are limited to the first $3,000 of wages.

Food Stamp Recipients
An individual must be at least 18 but not yet age 40 on the hiring date and satisfy at least one of the following conditions:
  • On the hiring date, the individual must be receiving, or be a member of a family receiving assistance from a food stamp program under the Food Stamp Act of 1977 for at least six consecutive months ending on the hiring date; OR
  • In the case of a family member who ceases to be eligible due to work requirements, receiving assistance for at least three months of the five-month period ending on the hiring date.

SSI Recipients
Any individual who is certified as having been receiving Supplemental Security Income benefits under Title XVI of the Social Security Act (including SSI benefits of the type described in section 1616 of such Act or section 212 of Public Law 93-66) for any month ending within the 60-day period ending on the hiring date.

Long-term TANF Recipients
The Long-term Family Assistance Recipient target group refers to any individual who is member of a family that:
  • Received AFDC/TANF benefits for at least 18 consecutive months ending on the date of hire; OR
  • Received AFDC/TANF benefits for a total of at least 18 months, beginning after August 5, 1997, and was hired within two years after the earliest 18-month period of receiving such benefits; OR
  • Eligibility for AFDC or TANF expired under federal or state law after August 5, 1997, and was hired within two years after eligibility expired.
