General Authorization for Minor Impacts to Freshwater Wetlands in Urban-type Areas
 
To be eligible for the General Authorization for minor impacts to freshwater wetlands located within urban growth boundaries or urban unincorporated communities, a project must meet the following eligibility requirements:
  • The removal or fill is located in a freshwater wetland and involves less than 0.1 (one-tenth) acre permanent impacts to wetlands.
  • The area does not contain state or federal listed species.
  • The wetland is not designated in the local comprehensive use plan as a locally significant wetland.
  • The location is beyond the floodway or flood fringe area as designated on maps approved by the Federal Emergency Management Agency.
  • The activity is not located adjacent to an estuary.
  • The wetlands is not within an area designated as essential salmon habitat.
The following projects are NOT eligible for this authorization:
  • Projects that include any structure, use or activity subject to another General Authorization, unless it is incidental to the project or is necessary to provide fish passage or for the structural integrity of the project.
Other mandatory requirements:
  • If the project is within a State Scenic Waterway, you will also be required to obtain a State Scenic Waterway permit. We will automatically process the State Scenic Waterway permit that will be incorporated into the letter of authorization.
  • An approved wetland delineation is required for a complete application.
  • A compensatory wetland mitigation plan must be submitted with the application.
