| The License Reinstatement Program |
|
Attention circuit courts! Now is a great time to enroll in the License Reinstatement Program (LRP). This program is a partnership between the Department of Revenue (DOR) and participating circuit courts to assist debtors in reinstating their suspended Oregon driver license through a payment plan. The intent is not only to reduce the number of people driving without a valid Oregon driver license, but also to provide an additional opportunity to collect on outstanding liabilities.
When a debtor calls OAA to enroll in LRP, our revenue agents will attempt to receive payment in full. Otherwise, the debtor will be required to pay a $200 down payment and to set up a monthly payment plan. The down payment can be submitted to either DOR or to the participating circuit court. If a payment is missed, their license can be re-suspended. Debtors are able to re-enroll in the program with an additional $200 down payment. A debtor is not eligible to enroll in the program if they have an active bankruptcy, or if the debtor’s judgment stipulates that they are unable to reinstate their driver license.

| Frequently Asked License Reinstatement Program Questions |

Am I eligible for the License Reinstatement Program? Anyone is eligible for the program at participating courts in Oregon, except in cases when the judge has ordered that a license cannot be reinstated or if there is an open bankruptcy. Participating courts are: Benton, Columbia, Coos, Crook, Deschutes, Jackson, Jefferson, Linn, Malheur, Multnomah, Polk, and Yamhill counties.
What if I have a liability with a non-participating court? You will need to pay that liability in full before you can get your driver license reinstated.
If I have an active payroll garnishment am I still eligible for LRP? Yes, you may set up an LRP and make voluntary payments in addition to your wage garnishment.
May I use my kicker refund or tax refund to pay my LRP down payment? No, the non-negotiable $200 down payment must be: • Paid in full all at once; • Paid with bankable funds; and • Paid voluntarily.
Does my $200 down payment get credited towards my DOR account balance? Yes.
How does the court know that I’m on LRP? DOR will notify the court within 24 hours after your payment is approved.
Will DOR call the Department of Motor Vehicles (DMV) to advise them to release my license sanction? No. The participating court will electronically notify the DMV. For questions, please contact the court.
Can I have my release paperwork faxed to me? No, but you may pick up your paperwork at the court. Otherwise, the court will notify the DMV electronically.
What happens if my payment is late? There are no grace periods for LRP payments. If a payment is late, your payment plan will be considered broken and you run the risk of having your driver license re-suspended and/or your wages being garnished. If your payment plan is broken, you will need to make another $200 down payment and also pay a fine to the DMV to reinstate your driver license. If you have your wages garnished for a late payment, the garnishment will stay in place until it is paid in full.
What if I get a new liability sent to DOR while I’m participating in LRP? Contact DOR and a revenue agent will assist you.
What is the minimum amount that I can make on a payment plan? A revenue agent will review your financial situation and set your payment plan accordingly.

New revenue agent collects more than $210,000 in one month! Jacquie joined OAA in May 2007. After she successfully completed her training, Jacquie showed a lot of talent in her collection techniques and during September 2007, Jacquie collected more than $210,000! During this month, Jacquie had 131 active garnishments and 105 active payment plans. Congratulations Jacquie!

| Hey, Did You Know? |

Hey, did you know that OAA has five rotational revenue agent lead worker positions? Our current lead workers, Jan Mikkelson, Jim Rhyne, Stephanie Noren, Danette Nemeyer, and Marilyn Lamberson are leading OAA to higher levels of success than ever before.
Our lead workers are available to assist revenue agents on a daily basis with questions and problems. The input they offer at meetings and on committees provides a well-rounded perspective to managers and revenue agents. The lead workers ensure that the needs and challenges that revenue agents experience are communicated and resolved.
The lead workers are successfully facilitating the training of our 14 new revenue agents. This includes scheduling daily activities, classroom instruction, and matching up the new hires with experienced revenue agents to act as mentors. As if this isn’t enough to keep them busy, they are also organizing the reassignment of more than 200,000 accounts for OAA's restructure.
OAA is lucky to have a terrific team of revenue agent lead workers—thank you for all of your hard work!

By Chris Gasperini, OAA Program Manager WOW—this biennium is starting out with a bang. Most of our customers have now received their kicker offset monies—we were pleased to transfer the unprecedented amount of more than $12 million to you. We would like to thank you for working with us to get your delinquent accounts here in a timely manner to take advantage of this opportunity. We are still working through requested apportionments that may affect your finance reports in the coming months, but it should be of minimal impact. In September, we hired a group of 14 agents that are working diligently in their training to provide the best possible customer service to you, our client agencies, and the debtors we work with. We are proud of the quality individuals that have joined our Revenue team! We especially appreciate our seasoned agents and lead workers who have taught, reviewed actions, and mentored these new folks. We are still working through the process of our new structure. In this issue, you will find a new "telephone tree" that helps debtors reach the specialized teams we have developed. Feel free to pass that on to your clients so they can maneuver through the telephone system with ease. Our goal is to provide the easiest access to obtain payment as soon as possible. We are headed towards tax season, so we encourage you to forward accounts to us for possible tax offsets. This is a busy time of year for us, but fruitful as well. I encourage you to share your ideas or concerns with us. We are committed to giving you the service that best fits your needs with the resources we have. I would be happy to receive your calls! | OAA's New "Telephone Tree" |
|
The next time you call OAA, you will hear our new and improved telephone options. These new options support our restructure and will make it simple for debtors to reach the correct team for their type of debt. After a caller has been placed on hold, they will be given an option to leave a voicemail message. All messages will continue to be returned within 24 hours. There is also a new option for Russian-speaking debtors and, as always, any agent can be reached by dialing their five-digit extension. Give us a call—we look forward to hearing from you! | 2006 Oregon State Kicker Update |
|
During October and November 2007, client agencies worked diligently to send their delinquent accounts to OAA in order to benefit from the 2006 Oregon state kicker refunds. Thanks to your efforts, an unprecedented $12,814,370.39 in refunds were applied directly to our client agencies’ accounts.
Listed below is a breakdown of the kicker offset by type of debt:
- $4,532,238.86—Courts (unrestricted and restricted)
- $6,156.71—Justice and Municipal Courts (restricted)
- $2,778,353.78—Community Colleges/Higher Education (unrestricted and restricted)
- $328,040.50—Corrections/Sheriffs Department debts
- $912,018.57—OHSU/PERS (unrestricted and restricted)
- $2,753,943.16—Child Support
- $1,503,618.81—Boards, Commissions, and all others
