Assessment, Assignment and Supervision of Inmates for Work Assignments and Unfenced Minimum Housing
 
The Department has established new criteria for determining an inmate's eligibility for assignment to community custody work crews, on-site work assignments and unfenced minimum housing. These rule modifications are necessary to implement the new criteria. Other modifications are necessary to reflect organizational and operational changes that have occurred with the Department.
 
 

Victim Services Program
 
Adoption of these rules is necessary for the Department to establish the Victim Services Program which includes a victim/inmate facilitated dialog program, and the policies and produres for the conduct and administration of the program.
 
 

Inmate Visitation in DOC Facilities
 
These rule modifications are necessary to revise and update the Department's policies that govern the inmate visitation program in its correctional institutions, and to ensure compliance with the Oregon Fairness Act (HB 2007). Major modifictions include expanding the definition of immediate family, restructuring visiting for inmates assigned to special housing units, clarifying the administrative review process for individuals whose application has been denied, and to reflect organizational and operational changes that have occurred within the Department.
 


Substance of Abuse Urinalysis Testing of Inmates in DOC Facilities
 
Amendment and repeal of these rules is necessary to update the criteria and methodology by which urine samples of inmates incarcerated in Department facilities are collected and tested for substances of abuse. The new methodology will increase the number of substances tested. Other changes are necessary to update terminology and reflect operational changes within the Department.
 

Structured, Intermediate Sanctions for Offenders for Violations of Conditions of Supervision
 
These rule modifications are necessary to clarify Department policy for imposition of administrative structured sanctions to offenders for violations of conditions of supervision, and to include provisions for compact cases.
 

Behavioral Adjustments to Performance Awards Provided to Inmates in DOC Facilities
 
This rule modification is necessary to ensure the behavior adjustments to monthly performance points provided to inmates under the Department's Performance Recognition and Award System align with the proposed changes to the Department's rule on inmate misconduct, specifically OAR 291-105-0015. The level of misconduct for rule violations has been reduced from eight levels down to six levels on the disciplinary sanctioning grid. Monthly permance points are adjusted downward based onthe level of the misconduct.
