DOC Announces Several Management Changes
Management Changes

Oregon Department of Corrections Interim Director Ben de Haan has made some personnel changes within the management teams of several prisons across the state. These changes will become effective in early September.
 
"I’m a firm believer that in order to give taxpayers the best return on their investment in corrections, our staff needs to look at the world from a variety of points of view. Exposure to new workplaces is enlightening for us as individuals and it is productive and healthy for our organization."
 
Rebecca Prinslow, assistant superintendent of general services at Oregon State Penitentiary, will move to the department’s central administration to lead the Inspections Division. Ms. Prinslow has been with the department since 1979 when she started as a correctional officer at Oregon State Penitentiary. She returned to the penitentiary two years ago as assistant superintendent after being assistant superintendent at two other prisons. She is a graduate of Western Oregon University.
 
Bob Lampert, superintendent of Snake River Correctional Institution for four years, will move to Oregon State Penitentiary as assistant superintendent of general services. Mr. Lampert has been in corrections since 1974. He moved to Oregon from the Texas Department of Corrections where he had held a variety of positions including senior warden of a 2,000-inmate facility. Mr. Lampert holds two masters degrees as well as a law degree he earned at the University of Houston Law Center in 1990.
 
Jean Hill, superintendent of Eastern Oregon Correctional Institution, will move to Snake River Correctional Institution as superintendent. She is a 28-year veteran in the corrections field, and is noted for leading the Department of Corrections into the information age in the early 1990’s as assistant director of Information Services. Ms. Hil is an Eastern Oregon ranch-owner and native, as well as a graduate of Blue Mountain Community College.
 
Tony Santos will become superintendent of Eastern Oregon Correctional Institution. A native of Hawaii, Mr. Santos has been with the Department of Corrections since 1975 following a brief career in police work. He was a correctional counselor for nine years and a hearings officer for seven years at Oregon State Penitentiary before becoming assistant superintendent and subsequently acting superintendent of Santiam Correctional Institution and Mill Creek Correctional Facility in Salem. In 1998 he was appointed assistant superintendent of general services at Oregon State Correctional Institution. He is a 1971 graduate of Willamette University.
 
In additional reassignments, Carla Tupou, assistant superintendent of security at Snake River Correctional Institution will move to Oregon State Correctional Institution as assistant superintendent of program services. Steve Franke, assistant superintendent of security at Eastern Oregon Correctional Institution, will move to Snake River Correctional Institution as assistant superintendent of security.
