PUBLIC INFORMATION NOTICE
Pursuant to B-Engrossed Senate Bill 686
which was adopted by the Legislature in 1999 and
signed by Governor Kitzhaber on August 20, 1999
On August 20, 1999, Governor Kitzhaber issued Executive Order No. EO-99-12 initiating the siting process defined in B-Engrossed Senate Bill 686 (SB 686) for the siting of a Women´s Prison and Men´s and Women´s Intake Center complex.
Due to the high degree of this community´s interest in prison siting, the Department of Corrections is providing this notice to alert you of the schedule of upcoming meetings and hearings. Due to local publication deadlines, the department will provide official media notice and advertise critical information, dates, and locations of meetings and hearings in the statewide Oregonian newspaper. Please watch for further details in that paper.

| SELECTION PROCESS |
|
Under SB 686, the Oregon Department of Corrections will propose a site for a Women's Prison and Men's and Women's Intake Center complex. The department will issue an initial report on the proposed site. The department will conduct an informal informational meeting that will be open to the public, and will also hold a separate public hearing on the proposed site. The department will then prepare a final report to Governor Kitzhaber and he will make a final decision to accept or reject the site.

| CONDITIONS FOR SITING |
|
SB 686 provides that any affected local government or any person may submit proposed conditions to the Department of Corrections. Conditions must be submitted on or before September 2, 1999 (seven days prior to the hearing), or postmarked by that date. Conditions may also be faxed, and must be received by 5:00 p.m. on September 2, 1999.
The following are requirements for conditions to be considered:
* Each condition must be stated separately;
* Each condition must be in writing;
* Each condition must be specific;
* Each condition must relate to the site and the criteria described in section 3 (1) of SB 686;
* Each condition must be supported by a statement of the need or reasons for the condition.

| INFORMATIONAL MEETING |
|
The department will hold an informal informational meeting from 6:00 - 8:00 p.m. on September 8, 1999. The location of the meeting will be announced in the Oregonian newspaper on August 26, 1999.

| PUBLIC HEARING |
|
The department will hold a public hearing on September 9, 1999. The hearing will begin at 4:00 p.m. and conclude at 8:00 p.m. Oral and written public testimony will be accepted during the public hearing. Written testimony may be submitted to the department by mail or fax, but must be received no later than 5:00 p.m. on September 10, 1999. Testimony received after the deadline will not be accepted.
