ReBAR 2008 Activities
ReBAR Assessment Unit
The ReBAR Assessment Unit was established in the fall of 2008. The Unit includes 2 Senior Assessment Specialists and 10 Assessment Specialists located in ten different offices statewide. Each Assessment Specialist is responsible to work in partnership with counties, providers and consumers in the local area to ensure that interviews are conducted respectfully, completely and consistently.
All staff are qualified and have experience in the field of developmental disabilities or conducting assessments. All interviewers have received intensive training on SIS from AAIDD and are required to pass national standards. Staff will be monitored by SPD supervisors and AAIDD to ensure reliability of assessments and will receive ongoing training to stay up to date.

Assigning a budget for consumers in DD 50
(24-hour group homes or apartments)
As of January, 2009, the process for scoring ReBAR Assessment results and establishing an individual's budget (IBA) is in place. The process takes approximately 30 days from the time an assessment is completed, to the time that a notice of the confirmed support Tier assignment is issued. (see DD 50 Rate Matrix)
The Consumer and a legal guardian receives notice of the results of the ReBAR Assessment, including the Tier that was determined to best represent the supports he/she needs in their residential setting, and the effective date that State funds will be available to support him/her at that Tier. This same information, along with a copy of the Consumer's ReBAR Assessment and confirmation of the State funds associated with the individual's Tier, is sent by email to the County Case manager/Services Coordinator. The County is then able to provide this additional information to the consumer and the consumer's providers.
The residential provider will also have access to this information via the eXPRS system (DD electronic payment system), which will show a new Client Prior Authorization (CPA) authorizing the amount of State funds available for residential services for Consumer, and the effective date of those funds. This new CPA authorizes the provider to bill at the new ReBAR Service Rate for residential services provided.
Implementing DD 50 service rates
The Service Rate for an individual in a 24-hour group home or apartment is the same as the Individual Budget Amount (IBA). It is based on the individual's ReBAR assessed level of support (Tier), and the licensed size of the residential setting in which they live (see DD 50 Rate Matrix). All will be based on the assessed level of support determined for each individual during the standardized ReBAR Assessment process.
The State Contract Administration Unit notifies the County each time a ReBAR Service Element Prior Authorization (SEPA) is prepared with funding available to adjust the service rate for an individual whose ReBAR Assessment has been completed and a support Tier has been determined. Among the items included in the SEPA is the following:
- The individual's assessed Tier
- The licensed size of the individual's current residential setting
- The amount of the ReBAR service rate (amount of State funds associated with that Tier)
- The amount of the increase or decrease in the individual's service rate
- The effective date of the change in the individual's service rate
A new Client Prior Authorization (CPA) including the effective date is then created in eXPRS by the County DD Program. This new CPA can be accessed by the residential provider and indicates the new service rate for which the provider can file claims for services provided.
