ReBAR 2005-2006 Activities
2005-2006 Strategic planning
The ReBAR Program was started with the assistance of a Centers for Medicare and Medicaid (CMS) System Transformation grant. Between October 2005 and July 2006, ReBAR Project staff and the Stakeholder Advisory Committee, including provider associations, state and county managers, consumers and family representatives, created a step-by-step plan for the project. The ReBAR strategic plan identifies necessary activities for the period from July 2006 through September 2010. The following documents were developed or reviewed:
2006 Stakeholder Advisory Group Activity
Between July 2006 and March 2007 ReBAR Stakeholders worked in three teams designed to focus on 1) the individual assessment and budget; 2) rate structures, and 3) quality assurance. The goals, activities and information or products developed by each team is summarized below.
- Individual Budget Amount (IBA) Team
Project Goal: Increase Choice and Control: Development or Enhancement of Self-Directed Service System

- Select an assessment tool to support individual budgeting

IBA Team Information and Activity
- Rate Setting Team
Project Goal: Create a system that more effectively manages funding for long term supports that promote community living options:
- Develop and implement more effective payment methods
Rate Setting Team Information and Activity:
- Identifying rate setting tool criteria
- Evaluating rate setting tools in other states against the criteria
- Define services and allowable costs for cost study
- Quality Management Team
Project Goals: Comprehensive Quality Management System
- Develop and implement a quality management strategy for long term support system
- Develop and distribute quality management reports to key entities and stakeholders
- Periodically evaluate the quality management stategy
Quality Management Team Information and Activities
- Federal Quality Management Framework
- Refine outcome and evaluation measures
- Identify existing QM efforts and data sources that will support or partner with ReBAR
- Finalize Project Evaluation Plan for CMS
- Identify outcome indicators and measures for the Project
- Work with families and consumers to design understandable reports
