Abuse and Neglect Screening Project

The Department of Human Services is authorized by Oregon Revised Statute 409.025 and 409.075 to use histories of founded abuse and neglect as part of the background screening process to screen applicants for positions as employees or volunteers with DHS. Implementation begins in the fall of 2009.
With input and assistance from stakeholder groups, a DHS team has been developing the administrative rules and screening system to implement this authority. A steering committee of representatives from DHS divisions and employee unions has led the effort.
The screening system will be implemented in two phases, first for DHS employees and volunteers, and as resources permit, a second phase will begin background screening for community partner providers who provide services or care on behalf of DHS (those funded, licensed, certified, or otherwise regulated by DHS).
Stakeholders, including providers, have been involved in the process to date, and will be invited to participate again prior to full implementation of any provider screening process.
