Agency Regulatory Streamlining Consultant/Facilitators Contracting Services
To encourage regulatory streamlining and to make consultants/facilitators available in a timely and efficient manner, the Department of Administrative Services (DAS), on behalf of the Department of Consumer and Business Services (DCBS), the Office of Regulatory Streamlining has established multiple price agreements with consultants/facilitators qualified to perform consulting/facilitating services. The list of contractors entering into these price agreements is available to state agencies and participants in the Oregon Cooperative Purchasing Program (ORCPP). State agencies and ORCPP participants may issue work orders under these price agreements for consulting/facilitating services.
The list of contractors includes facilitators with five years minimum experience in one or more of the following areas:
- Team building/retreats
- Conflict resolution
- Leadership/coaching
- Communications
- Business analysis
- Strategic planning/performance measures
- Quality initiatives/process improvement
- Facilitation
- Internal investigations/assessments
- Training
Hiring a Consultant/Facilitator
Authorized Purchasers (AP) may contact DCBS, Office of Regulatory Streamlining, for consulting help; DCBS staff will conduct an initial assessment to understand the situation, the culture, and the issues of concern. Following this initial assessment, Office of Regulatory Streamlining staff will forward the list of qualified contractors to the AP. Following this consultation with the Office of Regulatory Streamlining, AP will follow all contracting procedures outlined on the Oregon Procurement Information Network (ORPIN).

Work Order contracts more than $75,000 must be reviewed by DOJ for legal sufficiency pursuant to ORS 291.047, and implementing rules at OAR Chapter 137, Division 45.
For Work Order contracts more than $150,000, requests must be processed through the State Procurement Office after following the process outlined in the previous steps.
APs must document in their contract files that they followed the applicable selection process.
