|
Disadvantaged Business Enterprise certification is for firms seeking contracting opportunities with recipients of federally funded transportation-related monies. Some of the recipients in this category include the Oregon Department of Transportation (ODOT), Tri-Met, and the Port of Portland. The eligibility criteria for DBE certification is based on US DOT regulations, 49 CFR 26.
Black American, Hispanic American, Native American, Asian Pacific American, Subcontinent Asian American, Women, and other individuals on a case-by case basis.
Ownership:
Minority or woman interest must own at least 51 percent of the business.
Control:
Minority or woman interest must have managerial and operational control over all aspects of the business.
Contribution of capital by minority or woman owners:
The source of the capital contribution must be derived from independently owned holdings without the benefit of a transfer of assets or gift from non-disadvantaged persons.
Independence:
The minority or woman owned firm must not be inextricably associated nor dependent upon a non-disadvantaged firm(s) or individual(s).
Business size:
Firms must not exceed the following size standards:

Minority Business Enterprise or Women Business Enterprise certification is for firms seeking contracting opportunities with state, county, city and special jurisdictions. Some of the jurisdictions include the City of Portland, Multnomah County, METRO, and the Portland Development Commission. The eligibility criteria for MBE/WBE certification is based on OAR 445-050-0030.
Black American, Hispanic American, Native American, Asian Pacific American, Subcontinent Asian American, and Women.
Ownership:
Minority or woman interest must own at least 51 percent of the business.
Independence:
The minority or woman-owned firm must not be inextricably associated nor dependent upon a non-disadvantaged firm(s) or individuals(s).
Control:
Minority or woman interest must have managerial and operational control over all aspects of the business.
Contribution of capital by minority or woman owners:
The one or more minority or women owners must have made a real and substantial contribution of capital or expertise to the business, which is commensurate with their ownership interest.
Business size:
Firms must not exceed the size standards as defined by the North American Industry Classification System Codes.
