OMWESB offers certification consultations to help business owners complete Disadvantaged Business Enterprise, Minority/Women Business Enterprise, and Emerging Small Business certifications. Certification consultations are available at both the Portland and Salem OMWESB offices.
Business owners must have all the information required in their certification packets or the certification specialist cannot proceed with the consultation. The owner(s) on whom certification is based must be present at the consultation.
Certification specialists are precluded from providing legal advice about assembling ownership documents in order to qualify as a certified firm. The business owner will be required to sign a statement that no legal advice was provided by the certification specialist. Consultations are provided on a first-come first-served basis, dependent on OMWESB's workload. Priority for consultations may be given to businesses in industries that have a shortage of DBE firms.

Prior to scheduling a consultation, the following are required:
- The application must be as complete as possible.
- Supporting documentation must have been photocopied and attached to the application.
- Notarization must have been completed.
"The firm's ownership by socially and economically disadvantaged individuals must be real, substantial, and continuing, going beyond pro forma ownership of the firm as reflected in ownership documents. The disadvantaged owners must enjoy the customary incidents of ownership, and share in the risks and profits commensurate with their ownership interests as demonstrated by the substance, not merely the form, of arrangements."
